For Current Technical Proposals

Technical Proposal


TP-114


Question 1: Section 10, Page 3 of the Instructions states that up to 6 projects may be listed for each Team Leader resume while Part 4 of the Evaluation Criteria shows up to 4 projects. Would you please clarify which is correct?

Answer 1: Up to 4 projects may be listed for each Team Leader and for the Project Manager.

Question 2: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS in Engineering requirement for Utility Team Leader?

Answer 2: It is a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

Question 3: Will a team be eligible to win this project if the prime firm does not have the one of the required pre-qualification codes, but one of the sub-consultants on the team does (e.g., E-3, Level B)?

Answer 3: No. The prime consultant must be prequalified in all the required disciplines.

Question 4: NJDOT recently advertised TP-114, Route 80 WB Pavement. One of the requirements is that the firm be pre-qualified for E-3, Level B. It appears that NJDOT is looking for a prime qualified to prepare an EA or EIS. Only fifteen firms meet this requirement.

 

Page 29 of the CD report says that the probable NEPA document classification is a CED. The PE Scope Statement includes CED preparation and review tasks. This suggests that E-3, Level B is a mistake.

Can NJDOT investigate this requirement? This would increase competition by opening up the solicitation to many well qualified firms, which would be to NJDOT’s advantage.

Answer 4: Due to the complexities of the environmental issues on this project, E-3, Level B is warranted.
