For Current Technical Proposals

TP-118


Question 1: On page 1 of Solicitation #118 for Drawbridge Preventive Maintenance Contract 2015-1, the Project Description notes “major & minor access inspections”. What precisely would the NJDOT consider to be a major and / or minor access inspection?

Answer 1: On page 1 of Solicitation #118 for Drawbridge Preventive Maintenance Contract 2015-1, the Project Description is should say the following: Maintenance Construction Inspection for Drawbridge Preventive Maintenance Contract. This work will include inspection and documentation for repair of bridge deck, superstructure, and drawbridge mechanical and electrical maintenance. The work will also include final inspections for close-outs, and site plan reviews. Personnel must be available to work in Central Region. If there is an Emergency, the personnel will required to work anywhere Statewide.

On page 1 of Solicitation #118 for Drawbridge Preventive Maintenance Contract 2015-1, the Project Description is should say the following: Maintenance Construction Inspection for Drawbridge Preventive Maintenance Contract. This work will include inspection and documentation for repair of bridge deck, superstructure, and drawbridge mechanical and electrical maintenance. The work will also include final inspections for close-outs, and site plan reviews. Personnel must be available to work in Central Region. If there is an Emergency, the personnel will required to work anywhere Statewide. The Resident Engineer will determine the scope of work and delegate inspection accordingly to consultant inspectors or NJDOT in-house staff.

Question 2: Normally the Construction Inspection solicitation calls for Road OR Bridge experience in lieu of NICET levels. I believe TP-118 Section 1B has a typo. Since NICET II is for Road or Bridges, it would make sense to have 5 years of Road OR Bridge Experience as equivalent to the NICET 2.

Answer 2: Section 1B - KEY STAFF PROJECT SPECIFIC QUALIFICATIONS AND EXPERIENCE for BRIDGE INSPECTOR (1) & (2); No 2 lines after OR should be as follows:

2. 3 Years Highway Construction Inspection Experience and 2 Years Bridge Construction Inspection Experience.

Section 1B - KEY STAFF PROJECT SPECIFIC QUALIFICATIONS AND EXPERIENCE for BRIDGE INSPECTOR (1) & (2); should be as follows:

1) NICET II w/ 1 yr Bridge Construction Inspection.

2) 4 Years C.I. Highway Inspection Experience w/ 1 yr Bridge Construction Inspection.

 

Question 3: Is it required to name an individual from a DBE/ESBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the DBE/ESBE firm as part of the team?

Answer 3: It is sufficient to only list the DBE/ESBE firm as part of the team. The Department will evaluate the resume and accept the Construction Inspector from the DBE/ESBE firm according to the requirement in the Technical Proposal.


Question 4: For the project to be considered as similar experience for section 10, does the experience needs to be on drawbridge?

The solicitation is for C6-A and not C6-B, therefore I would think that drawbridge experience would not be required to qualify for full credit to meet the additional experience in section 10.

Answer 4: No, the experience does not need to be on drawbridge. Section 10 did not state that the experience needs to be on drawbridge.

Question 5: Can you confirm 1 of the 2 positions must be from a DBE firm? In the past, when 2-rated positions were advertised, NJDOT has responded that one position must be from DBE. However, we would like to confirm that so all the firms are on the same page and in direction to meet the goal for this project as well.

Answer 5: 2 positions must be from the Prime to be evaluated by the Department for this technical proposal. Please refer to the posted answer 3.

Question 6: In Part 4, Section 10 under Years of Experience, the following requirement is stated: “The experience being evaluated in this Section will be limited to the last 12 years. Experience prior to July, 2005 will not be considered.” Should this requirement be prior to July, 2004 since the experience being evaluated is limited to the last 12 years?

Answer 6: In Part 4, Section 10 under Years of Experience, the following requirement should be: “The experience being evaluated in this Section will be limited to the last 12 years. Experience prior to July, 2004 will not be considered.”

Question 7: Regarding Q+A 3: Based NJDOT’s requirements and procedures, a rated position cannot be replaced once the inspector is placed on the project. Is the department planning on requesting additional position? If not, how does the department anticipate meeting the goal? Schedule review alone will not make up the minimum DBE goal for the project. Please understand we have qualified staff for the job but without the requirements, there is very high inclination for Primes to use their own people.

Answer 7: The ESBE goal is 12.49 % only of the project and the Prime’s Inspectors will cover the 87.51 % of the project . The Department will not evaluate the ESBE inspector in the Technical Proposal. The prime firm must meet the minimum DBE/ESBE goal for the project under TP 118 agreement.

Question 8: On page 1 of Solicitation #118 for Drawbridge Preventive Maintenance Contract 2015-1, the Project Description notes that the project will include “site plan reviews”. What does site plan review have to do with construction inspection of drawbridge maintenance? Site plan reviews are generally completed by engineers and not by construction inspectors; inspectors generally get the approved site plan for the project. I believe this question may be an error. Could you please confirm?

Answer 8: The consultant inspector should be familiar with this type of document while working on this contract.
