For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-123


Question 1: Would you please provide the appropriate number of years of experience required for the Survey/ROW, Utility Engineering and Community Involvement Team Leaders as it is blank in the solicitation.

Answer 1: 5 years experience for each. The updated Evaluation Criteria has been posted.

Question 2: Under Roadway Design, preparing ROW Plans and Descriptions is a Survey/ROW task; can this requirement be eliminated from Roadway design?

Answer 2: Yes.

Question 3: Under Roadway Design, preparing foundation and boring reports is a Structural Design task; can this requirement be eliminated from Roadway design?

Answer 3: Yes.

Question 4: For TP-047, the experience of “associated Environmental impact studies” under the Roadway Design Team Leader was eliminated in response to Question 7; will that experience also be removed for TP-123?

Answer 4: Yes.

Question 5: For TP-047, the experience with “NJDOT Surveying Manual and Article 51” under the Environmental Science Team Leader was eliminated in response to Question 1; will that experience also be removed for TP-123?

Answer 5: Yes.

Question 6: In regards to the qualifications for the Computer Systems & Networking key staff, the Cisco Certified Network Engineer is an older certification. Is the newer Cisco Certified Network Associate certification an acceptable alternative?

Answer 6: Yes.


Question 7: Do the same sub-consultant restriction for the awarded prime consultants, at the end of page 1 of the RFP, apply for ESBE/DBE firms used to satisfy the ESBE goals?

Answer 7: The restriction “prime consultants cannot have same sub consultants” has been removed.

Question 8: The last two sentences on Page 1 of Solicitation 123 states that: “The selected prime consultants cannot be sub consultants to each other. Also, both prime consultants cannot have same sub consultant/s.”

Does this mean that at the proposal stage, once a subconsultant teams up with prime consultant A on A’s proposal, it cannot team up with prime consultant B on B’s proposal? This would greatly limit the availability of subconsultants during the proposal stage. Please clarify.

Answer 8: The quoted statement has been revised as follows: “The selected prime consultants cannot be subconsultants to each other. Also, all four selected prime consultants can have same sub consultant/s.”


Question 9: Section 11 of the Technical Proposal states “Enclose a critical path model utilizing Primavera Software or equivalent to indicate Start/Complete dates and Key milestones. A detailed schedule for Preliminary Engineering phase and milestones for FD are required.” It appears this is from another TP, nothing is mentioned about a CD schedule and without going through CD it would be

difficult to do a detailed PE schedule. Should this read “provide a detailed CD schedule and FD milestones”?

Answer 9: This requirement has been removed.

Question 10: 5 years of experience instead of # of projects are being used for experience. Would the Department reconsider using # of projects for the experience?

Answer 10: No. The experience will remain 5 years.

Question 11: Can a BSCE be substituted for a BSEE for an ITS Team Leader with over 10 years ITS experience?

Answer 11: It is a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

Question 12: Question 5 from Section 12 (key issues) mentions “provide graphics where needed”. Are these graphics to be included as a part of the three page narrative or will the typical note shown below be added to the instructions?

Answer 12: YOU MAY INCLUDE 2 EXTRA 11”X 17” PAGES FOR PICTURES, X-SECTIONS, SCHEMATICS, PLAN VIEWS, ETC. WHICH MAY ENHANCE OR BE REFERRED TO IN YOUR PROJECT APPROACH NARRATIVE WRITE-UP. NO ADDITIONAL NARRATIVE BEYOND THE THREE (3) PAGE LIMIT WILL BE EVALUATED.
