Question 1: The experience requirements for the Geotechnical Engineering Team Leader include performance of H & H analysis and design, and experience in NJDEP Flood Hazard Control Act and Storm water Management Regulations. This type of experience is not typically required of a geotechnical engineer. Please consider deleting these requirements for this team leader position.
Answer 1: The evaluation criteria has been revised.
Question 2: The experience for the Bridge Design Team Leader includes “performed scour analysis and design”. This type of experience is not typically required of a bridge designer. Please consider removing this requirement from this team leader position.
Answer 2: No, there will be no removal of any requirements under the Bridge Design team leader.
Question 3: Site 0013 lists the milepost as 31.74, which is in Mansfield NJ near Crafts Creek. Is the mile post supposed to be 60.27?
Answer 3: The correct milepost is 60.27.
Question 4: Description of Site 0014 does not match Route & Mile, please confirm roadway is NJ 152.
Answer 4: The Route & Mile Post are Rt. 152, MP 1.61 for Site 0014, Structure No. 0122-155.
Question 5 : Would the Department consider increasing the number of pages allowed for the Key Issues write-up? Three page write-up are usually required for Term Agreements. Since this is not a term agreement and there are 6 issues, we would like to have the opportunity to more fully discuss our possible solutions.
Answer 5: No, there will be no increase in the number of pages allowed for the Key Issues write-up.
Question 6: Would NJDOT accept a Bachelor of Science Degree in Forestry to satisfy the requirement for the Environmental Science Team Leader “Bachelors or Masters Degree in Environmental Science, Ecology, Geology Engineering, Biology Chemical or Natural Resources”
Answer 6: It is a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.
Question 7: The project specific qualifications for the Surveying and ROW Engineering Team Leader include a BSCE. A BSCE is typically not required of this team leader. Would the Department consider removing this qualification?
Answer 7: The BSCE requirement has been removed and a revised evaluation criteria has been posted.
Question 8: Our proposed Hydraulics and Hydrology Team Leader for the referenced solicitation has 30 years of scour experience in New Jersey and across the country and has a Professional Engineering License. This proposed Team Leader also has both a Bachelors and Master’s Degree from Columbia University in Engineering Mechanics. Additionally, our proposed Team Leader contributes to various professional circulars on scour countermeasures and has chaired several boards related to hydrology, hydraulics, water quality, scour and erosion. Will the NJDOT accept the Engineering Mechanics Degrees in lieu of a BSCE for the H&H Team Lead?
