Technical Proposal
TP-139
Question 1: Since there are 6 positions requested for this term agreement solicitations and not all positions are starting June 1, 2017 or with definite start date, will it be accepted to submit 2 of 6 positions without letter of release and without post-selection commitment? Note: the qualified personnel committed elsewhere may be available to work during the 3 year term period but may not be available in 2017. However, keeping 4 of 6 positions committed may just serve the immediate need and give consultant a bit of freedom for the total 2 of 6 positions.
Answer 1: Six positions are requested for TP 139 Solicitation.
Question 2: On page 6 of the Evaluation Criteria document, under Ceiling – Years of Experience, the form states that “The experience being evaluated in this Section will be limited to the last 12 years. Experience prior to February, 2005 will not be considered.” Should this read April, 2005 instead of February, 2005?
Answer 2: Yes, “Experience prior to April, 2005 will not be considered.”
Question 3: Is it required to name an individual from a SBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the SBE firm as part of the team?
Answer 3: They should submit the individual(s) and resumes and not just the SBE firm. Without having the qualifications submitted, there would be no way to check the qualified individuals experience and correctly score the SBE firm.
