Question: How many firms will be included in the selection pool?
Answer: The selection pool will include the top ranked consultant and all consultants whose score is within 5% of the top ranked consultant.
Question: The DraftCDReport-August2012_2.pdf provided was missing the documents for Appendix T – Resolutions of Support. Is this because they are not available yet?
Answer: The Resolutions of Support have not yet been provided.
Question: Part 3, Section 6 Project Manager Experience on Similar Projects – The NOTE in the INSTRUCTIONS states that 1 project must be of similar size and complexity, but does not require completion of the entire delivery process (i.e., PE/FD/CES). However, Item 1 in the experience requirements states in the first sentence that the project of similar size and complexity extends from Preliminary Design/Engineering through the completion of construction. Which requirement governs?
Answer: One of the three proposed projects must be of similar size and complexity, and one of the three proposed projects must be from the preliminary design/engineering phase through the completion of construction within the last 15 years.
Question: Is a commitment letter from a team member subconsultant required to be included in the solicitation response?
Answer: NOT REQUIRED FOR THIS PROJECT.
Question: Can the same person be proposed as task leader for two primary tasks?
Answer: Yes.
Question: The CD Report has minutes for a public officials meeting in July 2012. It also references that a resolution of support would be received and that a public meeting would be held. We could not find any documentation indicating that these happened. Would you please advise as to whether or not these have occurred?
Answer: A Public Information Center has not been held yet for the project. Currently, the Office of Community & Constituent Relations is setting up the meeting. No tentative dates have been established yet.
Question: As there are no instructions regarding the allowable size for the construction schedule within the RFP, please confirm that 11x17 sheets will be acceptable.
Answer: 11x17 is acceptable for the schedule.
Question: Will a detailed survey and base mapping in a CADD format be provided or will
this be a services needed to be included in our scope of services?
Answer: Aerial mapping was performed and partially supplemented with a survey field
edit (manhole and sign identifications, areas of curb deterioration denoted).
Additionally, limited survey cross sections in the pavement reconstruction
portion of the project were done at Stations 10+00, 26+00, 34+00, 42+00 and
48+00. This information will be made available to the PE constulant.
Question: Since this is primarily a Pavement Rehabilitation job, are the services of a cultural resources consultant required?
Answer: The requirements for the type of experience for Team Leader/Key Staff are listed in Part 4 of the solicitation.
Question: For Utility Team Leader: Can a Bachelor of Technology in Transportation with a NJ PE license be substituted for the BS in Engineering?
Answer: A Bachelor of Technology in Transportation with a NJPE license can be substituted for a BS in Engineering.
Question: Will TP #898 also create two selection pools (one for non-ESBE firms and one for ESBE firms), especially since both solicitations were open to firms prequalified in Discipline H-1, Level A ?
Answer: TP #898 will only create one selection pool. The ESBE goal is to be achieved within each project.
