For Current Technical Proposals


Email question(s) to PSPD@dot.state.nj.us, attention Manager of Professional Services, Procurement.

Specify "TP # 907 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question: What is due date of this RFP? On the last page it says that the date has been extended one week Please confirm the due date.


Answer: The due date of the technical proposal is 9/27/2012.

Question: The evaluation criteria forms request resumes with 8 years of experience for the PM and 5 years of experience for the key staff; however the sample resume provided shows number of projects. Please clarify which format resume should be used in TP 907.

Answers: The standards for experience (PM & Key Staff) for Planning projects are set either in # of projects, or # of years, depending on the Division in which the project is. Planning Division uses # of years.  Therefore, for this TP 907, # of years should be used for resume.

Question: On page 1 of the Evaluation Criteria it says that the solicitation has a State Goal of 25% ESBEs; however, on page 3 of the Solicitation document it indicates a State Goal of 25% SBEs. Please clarify if this solicitation has a 25% SBE OR ESBE participation requirement?

Answers: Page 1 of the Evaluation Criteria should say "State Goal : 25% SBE"

Question: If a firm is certified by NJDOT as an "ESBE" does this fulfill the 25% "SBE" goal; or is "SBE" a different certification?

 

Answer: No. These are two separate certifications. ESBE is for federal funded projects, and SBE is for State funded projects. Some firms are certified for both ESBE and SBE. For TP-907, only SBE fulfill the 25% requirement.

Question: Can SBE firms and their specific staff members be listed on more than one proposal?

 

Answer: Yes

Question: In Parts 3 & 4, where the requirements for the PM and some TEAM LEADER/KEY STAFF are to have a NJPE, can a PE in another state with the ability to obtain a NJPE within 6 months of contract award be substituted for this requirement?

Answer: No.

Question: In Parts 3 & 4, where the requirements for the PM and some TEAM LEADER/KEY STAFF are to have a NJPE or a P.P. or an AICP, can a P.T.O.E. be substituted for this requirement?

Answer: Yes.


Question: Can the same person be proposed as a Key Staff Leader for more than one primary task?


Answer: Yes.
