Question: The soliciation requires Pontis Element training to be included in the NHI
#13055 training course (Safety Inspection of In-Service Bridges). If an
inspector completed the NHI course in a different state that did not include
Pontis Element training in the curriculum, are there any possible alternatives
to meet this Pontis Element requirement (other than retaking the NHI #13055
2-week course)? For example, FHWA offers an online Pontis tutorial at the
followign link: http://www.fhwa.dot.gov/infrastructure/asstmgmt/pontis/
Answer: No. This online tutorial is not acceptable as a substitute for PONTIS. If the
person has taken the refresher course (130053) within the last 5 years and
PONTIS is included, then this will suffice (agenda must be included with
submission). In this scenario it would not be needed as part of the 130055
course. If the 10 day (130055) course is the only course taken in the last
five years (no refresher taken), then PONTIS will need to be a part of the
course agenda. NHI 130055 needs only to be taken once but is mandatory for a
team leader as well as the refresher every 5 years.
Question: Since the projects under TP-908 & TP-909 are now
grouped with the projects under TP-901 through TP-905, should an entire new
Project Preference Matrix be submitted and may the projects under the previously
submitted Technical Proposals within this group be re-prioritized on the new
matrix? Will the previously submitted Project Preference Matrix be superseded
by the matrix to be submitted with TP-908 & TP-909?
Answer: Consultants must submit their Technical Proposals using
the Project Preference Matrix that contains TP-901 through TP-905 as well
as TP-908 and TP-909.
Consultants cannot re-prioritize TP-901 through TP-905 now that TP-908
and TP-909 have been added. They must leave TP-901 through TP-905 in accordance
to their original submission and simply indicate their preference for the
additional projects starting with the lowest available preference.
