Question 1: The current Bridge Inspection Solicitation specifies that only ‘NHI training for
the BI Refresher Course’ is acceptable. However, PennDOT’s Refresher Training
includes all of the NHI Training Course, including Pontis, plus additional
training modules only applicable to PennDOT. It is even given by the same firm
that provides the NHI Training Class. This training class does not provide an
‘NHI’ training certificate, but instead provides a PennDOT Training
Certificate. Since this class provides all of the same training as the NHI
Course, we believe it should be an acceptable alternative. Please confirm.
Answer 1: The PennDot Bridge Inspection Refresher Course is not being taught by the
same firm as the NHI course and it is not currently approved by FHWA, therefore
we can not accept it.
Question 2: We understand that the FHWA does not accept the PennDOT Bridge Inspection
Training class as an acceptable equivalent to the NBI training class. Does this
mean that the FHWA makes PennDOT bridge inspectors take the NHI training class
in addition to the PennDOT training in order to meet NBIS requirements? Or is
the answer that NJ FHWA has stated that the training is not equivalent while PA
FHWA accepts it?"
Answer 2: I am unaware of what the policy is in Pennsylvania. The policy in New Jersey is
that we only accept the NHI Refresher Course.
