Question 1: Can a NICET Certification in “Highway Materials” which covers aggregates, soils,
concrete, and asphalt be used for the Soil’s Certification requested in Section
9 and the Instructions of the Technical Proposal?
Answer 1: No. Only the soil certifications listed in the Instructions are

Question 3: Since the plans and supplemental
specifications are not available for review, is the design team (including Prime
and Subconsultants) precluded from submitting as either Prime or Subconsultant
on this proposal?
Answer 3: No. Specific details from the plans and/or specifications are not being
considered in the evaluation of the Technical Proposals. General responses for
key issues in the Project Approach are sufficient.
Question 4: Is a NICET Level I in “construction
materials testing soils” acceptable as the soils certification requested in

Question 5: Will a Virginia DOT Soils Certification be allowed to be used as one of the
required Material Inspector’s Soil Certifications since VDOT is part of the
Mid-Atlantic Region Technician Certification Program called out in TP 962 along
with New Jersey, Pennsylvania, Delaware, Virginia, West Virginia, Maryland and
the District of Columbia and the Federal Highway Administration.
Answer 5: Yes, a soils certification issued by the State of Virginia or any of the other
MARTCP member states is acceptable. However, be advised that only those
certifications issued by those states will be accepted; while Virginia DOT may
accept other soil certifications for its program, we will only accept a
certification from VDOT.
Question 6: NJDOT Solicitation TP-962 does not provide plans or specifications, either in electronic format or in hard copy for review at the NJDOT’s offices. Part 5 of the Technical Proposal Evaluation Criteria (Page 6) identified six key issues and critical problems for which solutions/discussions are expected in the Technical Approach narrative. Is there any information available regarding the particular needs and/or requirements for addressing these six key issues(at leastfor King Piles and Rigid Column Inclusions) as they relate to the Rte. 295/42/I-76 Direct Connector Contract No. 2?
