Question 1: Can a Prime also be a sub under other Primes?
Answer 1: Yes.
Question 2: Can the PM also be Task leader on 2 separate Tasks?
Answer 2: No.
Question 3: Can Task Leader be Task Leader for 2 Tasks for this project?
Answer 3: No.
Question 4: Do we need to provide additional Staff Resumes for Each Task other
than the Team Leader/Key Staff resume for each discipline?
Answer 4: No.
Question 5: For any Team Leaders which require a BSCE, will a BSME with an MSCE qualify?
Answer 5: Yes.
Question 6: Partnering and Funding Issues” (Key Issue #9) is not a Key Issue that an
Engineering Consultant would traditionally deal with nor is it mentioned/covered
under the Scope of Work. Can you provide some detail as to how the Engineering
Consultant would be involved in this issue?
Answer 6: Some of our work involves dealing with other agencies. The

Question 7: The Evaluation Criteria form under Electrical Engineer project experience
requests Experience with Lighting Design Software – Cala. Should this be
Visual instead of Cala? I was under the impression NJDOT had switched to the
Visual Software. Please clarify.
Answer 7: Visual is the current the lighting design software used by
NJDOT. The solicitation should say Visual not Cala.
Question 8: Can the proposed Project Manager also be proposed as Task Leader for one of the primary tasks?
Answer 8: No. The Project Manager cannot also be proposed as a Team Leader. This statement governs over Sections 9 of the Instructions. -11/15/13
Question 9: Can an Electrical Engineering Team Leader having a BSCE and NJPE, along with the necessary design experience, receive full points, without having a BSEE?
Answer 9: No.
Question 10: For Electrical Engineer, please advise if by Traffic Signal Design you are referring to power feed to signals. You have Traffic Signal Design under the Traffic Engineering Task Leader.
Answer 10: We are referring to the electrical design of a Traffic Signal.
Question 11: Please clarify/define the term “Environmental Action Plan” as used in the Solicitation.
Answer 11: How to reduce environmental impacts with roadway maintenance projects.
Question 12: Should the traffic engineering and electrical engineering task leaders show 5 years of experience like the rest of the task leaders? Or do you prefer them to show 3 years.
Answer 12: Just 3 as indicated.
Question 13: For the PM and Key Staff resumes is a consecutive 5 years of experience required or is 5 years of applicable, relevant experience not necessarily consecutive acceptable?
Answer 13: No, 5 consecutive years is not required.
Question 14: With regard to Section 5 for the Project Manager – Does serving as the Environmental Task Leader on a NJDOT design project of significant size and complexity satisfy the requirements to have “led” an NJDOT project?
Answer 14: No.
Question 15: Please clarify the intent of key issue “Corrective Issues” as outlined in Section 12 of the Evaluation Criteria form.
