Specify "TP # 987 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Is Chapter 51 Pay to Play Certification required for this Federal project?

Answer 1: No.

Question 2: Are firms allowed to prime this solicitation and also provide support to other firms in a sub role.

Answer 2: Yes.

Question 3: The project description indicates, "The overlay contract no. 024103160 identified the intersections requiring compliant ADA ramps". Will the plans for this contract be made available?

Answer 3: No.


Question 4: Overlay Contract No. 024103160 was awarded for construction on 11/21/12. In accordance with CAN082 issued by NJDOT on 6/28/12, for projects with substantial construction completion dates after 12/31/12, "Designers must identify the locations that do not meet the ADAAG. Designers shall recommend which locations should be addressed in the current project and which locations should be addressed as a separate project." Will the results of the designer's inventory, assessment and recommendations for locations to be addressed via a later contract (i.e, TP987) be made available?

Answer 4: No, the design recommendations for the Route 27 project will not be posted as part of this solicitation.


Question 5: In Part 4, page 8 of 8, it is indicated that up to 6 projects may be listed for the Utility Engineering Team Leader. On page 3 of the Instructions, the second paragraph indicates that up to 3 projects may be listed for each Team Leader. Which is correct?

Answer 5: The correct experience for the Utility Task Leader should be 3 projects.

Question 6: Can the proposed Project Manager simultaneously be a Team Leader/Key Staff Member?

Answer 6: Yes.

Question 7: With respect to Part 2, Section 3 of the Evaluation Criteria Form, are there any Additional Resources Required?

Answer 7: No.

Question 8: In addressing the key issues, are we strictly addressing the issues on Route 27 as the representative project, or are we also addressing issues that may come up on other projects that may be included in this group solicitation.

Answer 8: Issues should be addressed for the Route 27 project.

Question 9: Throughout Part 4, there are several blank task leader slots. Can we remove the blanks and move forward the Task Leader Positions in both Section 9 and Section 10?

Answer 9: Yes.

Question 10: Page 9 of 13, under the Environmental Science Task Leader – should SHOP be SHPO?

Answer 10: Yes.

Question 11: The Scope of Work states that ADA ramps will be investigated at 125 intersections and 40 driveways. The project area also includes mid-block crossing ramps that are not associated with intersections or driveways. Are these excluded from the scope?

Answer 11: No.

Question 12: Considering the small number of projects being evaluated for PM and Key Staff, is there a time limit for project experience?

Answer 12: No.

Question 13: Can an ‘Environmental’ Team Leader with a BSCE that meets all other experience credentials receive full points?

REVISED ANSWER 13: Yes, the BSCE is an acceptable altenative degree.

OLD Answer 13: Consultants can submit any candidate for Team Leader and they will be evaluated according to the criteria in the solicitation.

Question 14: Can an ‘Electrical Engineering’ Team Leader with a BSCE (instead of BSEE) that meets all other experience credentials receive full points?

REVISED ANSWER 14: Yes, the BSCE is an acceptable alternative degree.

OLD Answer 14: Consultants can submit any candidate for Team Leader and they will be evaluated according to the criteria in the solicitation.

Question 15: In the Electrical Engineering experience shown on Page 10, it states “experience with lighting design software – cala.” Typically the NJDOT Traffic Signal and Safety Engineering group accepts Visual Lighting Software. Is it acceptable to demonstrate experience in Visual Lighting Software and receive full points?

Answer 15: Yes.

Question 16: Is the same Team Leader allowed to be proposed for more than one primary Task?

Answer 16: No.

Question 17: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility leader?

REVISED ANSWER 17: YES

OLD Answer 17: Consultants can submit any candidate for Team Leader and they will be evaluated according to the criteria in the solicitation.

Question 18: Can a BSEE from India with NJ PE meet the requirement for the Electrical Engineering Task Leader?

REVISED ANSWER 18: YES

OLD Answer 18: Consultants can submit any candidate for Team Leader and they will be evaluated according to the criteria in the solicitation.

Question 19: Should it be assumed that the proposed project will be advanced as a Categorical Exclusion for which a CED will be prepared?

Answer 19: Yes.

Question 20: Will the design engineer be responsible for the preparation of the NEPA document and supporting studies including those for cultural resources?

Answer 20: Yes.

Question 21: Has a PIAP been previously prepared and implemented for the resurfacing project and is this the PIAP to be revised by the Design Engineer?

Answer 21: No.
