Questions will be accepted up to question cut-off date noted in the technical proposal.
Question 1: Please clarify the number of projects that will be allowed on the Task Leader
Resumes. The Section 10 form notes 1, 2, or 3 projects for various Task Leaders,
while the Instructions note that experience for 3 projects will be evaluated.
Answer 1: The number of projects indicated under each Team Leader in section 10
governs. Up to 3 projects, but under each team leader the number of projects
is indicated. In some areas it's 1 or 2 or 3. Not more than 3.
Question 2: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility Engineering Task Leader?
Answer 2: No.
Question 3: Can a BSEE from India with a NJ PE License meet the requirement for the
Electrical Engineering Task Leader?
Answer 3: Yes.
Question 4: For the Electrical Engineering Team Leader, is a BSCE an acceptable
alternative degree to the BSEE requirement?
Answer 4: No.
Question 5: For the Geotechnical Team Leader, can the requirement for Noise Wall
design be removed from the criteria as there is no noise wall design on this
Answer 5: Yes.
Question 6: For the ITS Team Leader, there are numerous requirements under the Type
of Experience that may be difficult to meet with only 1 project. Can the number
of projects for this team leader be increased?
Answer 6: Yes. 3 Projects.
Question 7: For the experience of the Electrical Engineer, can
“Visual” lighting design software be substituted for “Cala?” On previous NJDOT
projects the Department has accepted the use of Visual Design Software.
Answer 7: Yes.
Question 8: Can the proposed Project Manager simultaneously be a Team Leader/Key Staff Member?
Answer 8: Yes.
Question 9: With respect to Part 2, Section 3 of the Evaluation Criteria Form, are there any Additional Resources Required?
Answer 9: No.
Question 10: Will a BSME with an MSCE and NJPE meet the requirement of Hydraulics & Hydrology Task Leader?
Answer 10: No.
Question 11: Is there a time limit for project experience shown on Project Manager and Task Leader Resumes?
Answer 11: No.
Question 12: Given that Retaining Wall Design is no longer applicable to the Geotechnical Engineering Team Leader, should it also be removed from the Project Manager qualifications?
Answer 12: Yes.
Question 13: Can 11x17 pages be used for graphics rather than 8.5x11?
Answer 13: Yes.
Question 14: Please confirm that a seismic analysis is a requirement for the Bridge Engineering Team Leader, especially since the bridge is only a single span.
Answer 14: Yes, it is.
Question 15: Should it be assumed that the Designer will be responsible for the preparation of the NEPA documentation and environmental permitting?
Answer 15: Maybe.
Question 16: Should it be assumed that the Designer will be responsible for Green Acres and State House Commission Coordination?
Answer 16: Maybe.
Question 17: For the ITS Team Leader, can the requirement for Design of Traffic Management
Center be removed since a traffic management center will not be designed under
Answer 17: Yes.
Question 18: Is the same Team Leader allowed to be proposed for more than one primary Task?
Answer 18: As long as the degree and experience requirements are met.
Question 19: Similar to the ITS Team Leader, it may be difficult for the Geotechnical
Engineering Team Leader to meet the numerous requirements with only 1 project.
Can the number of projects for Geotechnical Engineering Team Leader also be
increased to 3?
Answer 19: Yes.
