Question and Answer
For Current Technical Proposals

Email question(s) to PSPD@dot.state.nj.us, attention Manager of Professional Services, Procurement.

Specify "TP # 996 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


Question 1: How many copies of the technical proposal are required?

Answer 1: 5 copies.

Question 2: Please confirm whether or not reference information is required for the Project Manager. According to Section 7 of the Evaluation Forms, we are to provide references for three similar projects for a Max Score of 20 points. However, the Instructions say Section 7/Reference Checks for the Project Manager is no longer applicable for Design Projects and the scoring on Table A for this section reads “NR”.

Answer 2: References are required for the Project Manager.

Question 3: In the solicitation, it says “A list and description of the projects is attached electronically.” Please advise on where we can find this list and description of the projects?

Answer 3: The list has been posted on the Current Solicitations Page.

Question 4: Under Section 11 Critical Path Model, the Max Score indicated is Zero, but the Instructions For Completing Forms indicates that “The consultant shall enclose a critical path model utilizing Primavera or equivalent software to indicate Start/Completion dates and Key milestones for this project.” Do you want a CPM even though the consultant will not receive a score for this effort?

Answer 4: No. No submission is required for this section.

Question 5: Will the Consultant be responsible for all sections of the NEPA CED and supporting technical studies or will this be the responsibility of the LPA or NJDOT? The Solicitation identifies only Sections I and II of the CED to be prepared by the Consultant.

Answer 5: NJDOT will be responsible for completing the NEPA CED, except where the consultant will be responsible for preparing Sections I and II in the CED, on behalf of the LPA.

Questions 6: Will the consultant be responsible as lead for community outreach or will this be the responsibility of the NJDOT or LPA with support from the Consultant.

Answer 6: It will be the responsibility of the LPA with support from the consultant,if needed.

Question 7: Will the consultant be responsible for all aspects of environmental permits including mitigation, alternatives as well as coordination with the NJDEP.

Answer 7: It will be the responsibility of the LPA with support from the consultant, if needed.

Question 8: Can the organization chart be in 11X17 size paper?

Answer 8: 11x17 paper is acceptable within the proposal.
