Questions will be accepted up to question cut-off date noted in the technical proposal.
Question 1: Please clarify if it is a DBE or ESBE goal, or will both be accepted?
Answer 1: Prime consultant can use DBE and/or ESBE firms in order to satisfy the Federal ESBE goal.
Question 2: Can drawings be used in the project approach, would they be considered part of the 5 pages?
Revised Answer 2: To further elaborate on a previous comment concerning submitting maps and graphics, they should be on 8.5 X 11 and 2 pages many be submitted in addition to the five pages of narrative as stated page 11 of the 11 Technical Proposal Requirements under Project Approach:
“YOUR FIRM MAY INCLUDE 2 EXTRA 8 1/2”x11” PAGES (….)FOR PICTURES, X-SECTIONS, SCHEMATICS, PLAN VIEWS, ETC.
Orginal Answer 2: Yes, drawings can be considered part of the project approach, and yes, they will be considered part of the five pages.
Question 3: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility Task Leader?
Answer 3: Yes, but it will result in reduced points.
Question 4: Can a BSEE from India with a NJPE License meet the requirement for the Electrical Engineering Task Leader?
Answer 4: Electrical Design is not significant on either project, therefore, there is no need for an electrical team.
Question 5: Can a time extension be granted?
Answer 5: After consulting with the Program Manager, it was decided that we can extend the closing date five (5) extra business days. (already allocated)
Question 6: One of the bullet points in the SOW states: Develop PPA further to assess Air/Noise, ecological resources, CULTURAL REOURCES (my emphasis), hazardous material and socio-economic impacts caused by the PPA” In the CD report I believe it states that the Department will perform any future cultural resources work. Please clarify.
Answer 6: During PE, some environmental/cultural resources surveys may need to be performed by the consultant to developed the CED document in coordination with the NJ DOT Environmental Unit.
Question 7: Can the Project Manager also serve as a Task Leader?
Answer 7: Yes, at the task leader pay scale.
Question 8: Please clarify if this is a Multi-Project Solicitation or not. The TP indicates that two selections will be made, however it only identifies one project. Based upon the Anticipated Projects lists the second project would be Oak Tree Road Bridge over Conrail, in Edison Township, Middlesex County.
Answer 8: This is a multi-project Solicitation to include "Oak Tree Road Bridge over Conrail" project.
Question 9: May we submit the graphics, organization chart, and schedule on 11x17 paper?

Original Answer 9: Yes.
Question 10: Are the vertical profiles for the PPA available to be provided to the consultants? They were not included in the CD report.
Answer 10: The verticle profiles have been added to the TP-998 Solicitation page at the link below.
Question 11: Is the ROW map for the PPA available for the consultants? This was not included in the CD Report.
Answer 11: The ROW summary is shown on Page 37 of the CD Report.
Question 12: Do a B.S. in Geology and Environmental Science and a M.S. in Civil Engineering satisfy the Bridge Design Task Leader qualifications?
Answer 12: The qualification requirements are in Part 4 Section 9 for Team Leaders.
