Stewardship Agreement


The Federal Highway Administration (FHWA) is responsible for the administration of the Federal-aid Highway Program under Title 23, USC and associated laws. The laws allow states to take on certain tasks for the FHWA in the design, construction, award and inspection of certain Federal-aid projects.

The FHWA and the NJDOT are required to enter into a Stewardship Agreement regarding the level of responsibility under Title 23, USC. The FHWA must comply with laws and regulations, and also is responsible for improving the efficiency and effectiveness of the transportation systems.

This Stewardship Agreement (pdf 490k) outlines the roles of both FHWA and NJDOT in the accomplishment of these goals and objectives.  The 2010 Revision, Version 1, Stewardship Agreement covers the following oversight areas:
