Q. How will motorists learn about changing traffic patterns?
A. The NJDOT will provide information on variable message signs in the travel area and in radio traffic reports. Motorists may go online to NJ Commuter or NJTRANSIT. Call 1-877-NJROADS for travel and commuter information on this project.

Q. What can motorists do to avoid construction hassles?
A. If possible, motorists should consider altering their work route or hours, forming carpools and vanpools, taking public transit or telecommuting, even if only for part of the work week. You may call 1-877-NJROADS for bus, train, carpool and vanpool information.

Transit Plus of Essex and Union, NJ TRANSIT's transportation management association provides an extensive menu of commuter services. Call them at 973-491-PLUS.

Q. What will NJDOT do to minimize motorist hassles?
A. During peak travel periods, the contractor will be required to keep two through lanes in each direction operating throughout the project and to alert NJDOT Traffic Operations to changing traffic patterns. Traffic Operations will alert the police and traffic reporting services and post information on variable message signs and NJ Commuter.

There will be a few occasions when traffic must be detoured off Route 21 (McCarter Highway) for short periods and during weekends. These unavoidable and few exceptions will be posted in advance on the variable message signs, the web and radio traffic reports.

An emergency towing service will be provided.

Local police will direct traffic to help move vehicles through the project area.

Q. How will the contractor close lanes?
A. The contractor will be required to keep two through lanes in each direction open to traffic during weekday hours. The contractor can reduce this to one through lane in each direction during the night and during weekends.

Q. What are motorist-friendly new features in this project?
A. At key locations the NJDOT has installed variable message signs that will notify the motorists of delays on Route 21 due to the construction. The variable message signs will direct motorists to alternate routes to avoid delays.

Q. Why are we doing this work?
A. This work is being done to improve vehicular traffic flow along heavily traveled Route 21 and its intersections with local city streets.

Q. Did local officials and residents participate in the planning?
A. This project was designed in cooperation with Newark and Essex county officials. Residents participated in the Information Centers held during the design stages.

Q. When will this project be completed?
A. Fall 2006.

Q. Who are the resident engineers?
A. Eric Neu is the NJDOT Resident Engineer who will oversee the day-to-day construction activities on the Route 21 (McCarter Highway) construction. NJDOT staff will be on the job during all construction activities.

Joseph Marcello oversees the Newark City Subway Extension construction for NJ TRANSIT.

Q. Who are the contractors?
A. For Route 21 (McCarter Highway) the contractors are J.H. Reid General Contractor of South Plainfield and Union Paving and Construction Company, Inc.
