Stages and Schedule

Project Update (March 2013):
All roadways and ramps are fully operational. The remaining work consists of completion of work items added to the project, replacement of components controlling traffic cameras and dynamic messaging signs of the Intelligent Transportation System (ITS) damaged by Superstorm Sandy. All of this work is scheduled to be substantially complete by August 2013.

Stage 1 A: June 2009 - March 2010 - Completed
  • Construct Duffield/St. Paul's Avenues intersection
  • Construct pre-loading at west end of project between Charlotte and Duffield Avenues
  • Begin construction of mainline Viaduct over St. Paul's Avenue and Loop Ramp D
  • Begin construction of Route 1&9T Flyover Ramp
  • Begin construction of the Tonnele Avenue bridges over NJ TRANSIT and Conrail railroad tracks
Description of Ramps:
Loop Ramp D - Will pass over the Tonnele Circle, pass under Ramp I and the mainline Route 1&9T before tying into Route 1&9T southbound
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street
Stage 1 B: March 2010 - October 2011 - Completed
  • Construct Ramp A bridge
  • Continue construction of mainline Viaduct over St. Paul's Avenue and Loop Ramp D
  • Continue construction of Route 1&9T Flyover Ramp
  • Construct the crossover ramp, Ramp B and Ramp G
  • Construct and complete the Route 1&9T bridge over Charlotte Avenue
  • Construct Ramp H
  • Continue construction of the Tonnele Avenue bridges over NJ TRANSIT and Conrail railroad tracks
Description of Ramps:
Ramp A - Will connect Route 1&9T northbound and St. Paul's and James Avenues to Route 7 westbound
Loop Ramp D - Will pass over the Tonnele Circle, pass under Ramp I and the mainline Route 1&9T before tying into Route 1&9T southbound
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street
Crossover Ramp - Will extend eastward from Ramp A to the split of Ramp B and the mainline Route 1&9T near Charlotte Avenue
Ramp B - Will exit the mainline west of Charlotte Avenue and pass over Charlotte Avenue and Ramp C, proceeding toward the existing connection at the Tonnele Circle
Ramp G - Will connect Route 1&9T southbound with Charlotte Avenue immediately north of the Route 1&9T/Newark Avenue intersection
Ramp H - Route 1&9T southbound ramp that will connect the Tonnele Avenue bridge over NJ TRANSIT to the mainline Viaduct over St. Paul's Avenue
Stage 1 C: July 2010 - February 2011- Completed
  • Shift Charlotte Avenue southbound traffic to the Charlotte Avenue southbound ramp
  • Open Ramp A for Route 7 westbound traffic from St. Paul's Avenue only
  • Construct the Route 1&9T mainline over Charlotte Avenue
  • Connect Ramp G from Route 1&9T mainline over Charlotte Avenue to the Charlotte Avenue southbound ramp
  • Continue superstructure construction of bridges Ramp B, Ramp C and Route 1&9T mainline Viaduct
  • Construct Ramp H, between Tonnele Avenue and the Route 1&9T southbound Viaduct
  • Construct the western remainder of the Tonnele Avenue bridges over NJ TRANSIT and Conrail railroad tracks
  • Modify the interim traffic signal system at Tonnele Circle
  • Construct the piers of the Route 1&9T Flyover Ramp adjacent to the proposed westerly curbline of Tonnele Avenue

Description of Ramps:
Ramp A - Will connect Route 1&9T northbound and St. Paul's and James Avenues to Route 7 westbound
Ramp G - Will connect Route 1&9T southbound with Charlotte Avenue immediately north of the Route 1&9T/Newark Avenue intersection
Ramp B - Will exit the mainline west of Charlotte Avenue and pass over Charlotte Avenue and Ramp C, proceeding toward the existing connection at the Tonnele Circle
Ramp C - Will extend from Charlotte Avenue to the mainline Viaduct, this ramp will replace the connection to the existing Viaduct by collecting the traffic from Route 1&9T northbound and from Route 7 eastbound
Ramp H - Route 1&9T southbound ramp that will connect the Tonnele Avenue bridge over NJ TRANSIT to the mainline Viaduct over St. Paul's Avenue
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street

Stage 1 D: February 2011 - July 2011 - Completed
  • Continue construction of the northbound and southbound Viaducts and the Ramp C and Ramp B Viaducts
  • Complete construction of the Route 1&9T mainline bridge over Charlotte Avenue
  • Divert southbound Tonnele Avenue traffic from its Stage 1C location to the Stage 1D location along the west curbline
  • Construct the proposed median barrier of Tonnele Avenue and proposed Route 1&9T Flyover Ramp piers
  • Shift Route 1&9T southbound and Route 7 traffic to the new Route 1&9T southbound

Description of Ramps:
Ramp C - Will extend from Charlotte Avenue to the mainline Viaduct, this ramp will replace the connection to the existing Viaduct by collecting the traffic from Route 1&9T northbound and from Route 7 eastbound
Ramp B - Will exit the mainline west of Charlotte Avenue and pass over Charlotte Avenue and Ramp C, proceeding toward the existing connection at the Tonnele Circle
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street

Stage 2 A: April 2010 - October 2011 - Completed
  • Complete construction of Ramp C between Ramp B bridge and the Tonnele Circle
  • Complete construction of mainline Viaduct over St. Paul's Avenue and Loop Ramp D
  • Complete construction of Route 1&9T Flyover Ramp
  • Complete construction of the Tonnele Avenue bridges over NJ TRANSIT and Conrail railroad tracks
Description of Ramps:
Ramp C -
Will extend from Charlotte Avenue to the mainline Viaduct, this ramp will replace the connection to the existing Viaduct by collecting the traffic from Route 1&9T northbound and from Route 7 eastbound
Ramp B - Will exit the mainline west of Charlotte Avenue and pass over Charlotte Avenue and Ramp C, proceeding toward the existing connection at the Tonnele Circle
Loop Ramp D - Will pass over the Tonnele Circle, pass under Ramp I and the mainline Route 1&9T before tying into Route 1&9T southbound
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street
Stage 2 B: October 2011 - March 2012 - Completed
  • Shift Route 1&9T southbound and Route 7 traffic to the new Route 1&9T southbound
  • Shift Route 1&9T northbound and Route 7 traffic to the new mainline Viaduct and the Route 1&9T Flyover Ramp
  • Close the St. Paul's Avenue Viaduct westbound to traffic
  • Begin construction of the reconfigured Tonnele Circle
Description of Ramps:
Route 1&9T Flyover Ramp - Will extend from Route 1&9T northbound passing over Tonnele Avenue, NJ TRANSIT and Conrail railroad tracks and ends in the area of Spruce Street
Stage 3 A: March 2012 - October 2012 - Completed
  • Close existing access from the Tonnele Circle to the Pulaski Skyway
  • Begin construction of Ramp I bridge over Ramp D
  • Begin construction of Ramp D bridge over the Tonnele Circle
  • Complete construction of Ramp B bridge over Charlotte Avenue and Ramp C
  • Complete construction of Ramp C construction at Charlotte Avenue
  • Complete demolition of existing Viaduct
  • Construct connection of Ramp B Viaduct to the Ramps B/C approach to Tonnele Avenue
Description of Ramps:
Ramp I - Will cross over Loop Ramp D and the combined Ramp B/C before tying into the existing Pulaski Skyway westbound lanes, this ramp will replace the existing ramp
Ramp D - Will pass over the Tonnele Circle, pass under Ramp I and the mainline Route 1&9T before tying into Route 1&9T southbound
Ramp B - Will exit the mainline west of Charlotte Avenue and pass over Charlotte Avenue and Ramp C, proceeding toward the existing connection at the Tonnele Circle
Ramp C - Will extend from Charlotte Avenue to the mainline Viaduct, this ramp will replace the connection to the existing Viaduct by collecting the traffic from Route 1&9T northbound and from Route 7 eastbound
Stage 3 B: July 2012 - October 2012 - Completed
  • Construct Ramp E between St. Paul's Avenue and Ramp D
  • Complete construction of Ramp I bridge over Ramp D
  • Open access from southbound Tonnele Avenue to the Pulaski Skyway
  • Complete construction of Ramp D bridge over the Tonnele Circle
Description of Ramps:
Ramp E - Will extend northward from St. Paul's Avenue to Ramp D, providing access to mainline Route 1&9T
Ramp D - Will pass over the Tonnele Circle, pass under Ramp I and the mainline Route 1&9T before tying into Route 1&9T southbound
Ramp I - Will cross over Loop Ramp D and the combined Ramp B/C before tying into the existing Pulaski Skyway westbound lanes, this ramp will replace the existing ramp
Stage 3 C: November 2012 - January 2013 - Completed
  • Complete construction of the reconfigured Tonnele Circle
  • Open access from the Tonnele Circle to the Pulaski Skyway
