Subject:   Release of the Metric - 1996 Standard Specifications Book
The Department has released the 1996 Standard Specifications for Road and Bridge Construction - Gold Book. This 1996 Standard Specifications book is in Metric units (SI-International System of Units) which shall be used on all Department projects in accordance with the Baseline Document Change (BDC) memorandum dated July 22, 1996. The 1996 Specifications book has been developed by incorporating "metric" versions of Standard Inputs (SI's), various All Design Units memorandums, GET Files and the 1989 Specifications book.
The 1996 Specifications Gold Book is being released in two different forms: Three ring binder form and bound book form. It is the Department's intent to issue revisions to the 1996 Standard Specifications book on an annual basis as "Supplemental Specifications". The "Supplemental Specifications" will supersede corresponding text of the 1996 Standard Specifications book. The Supplemental Specifications will also be issued in two forms: Loose leaf format will replace the corresponding pages of the three-ring binder book and bound booklet format will be read in conjunction with the 1996 Standard Specifications bound book. The cost of future "Supplemental Specifications" is included in the price of the 1996 Standard Specifications Book.
It is expected that the 1996 Specifications book will also be available on a computer diskette or compact disk at a later date.
For the benefit of the 1996 Specifications book users, a summary outlining the main changes from the 1989 Specifications book to the 1996 Specifications book has been prepared and is enclosed herewith. Since the 1996 Specifications Book is in the Metric units, it should be used in conjunction with the other "Metric" Baseline Documents such as the 1996 Metric SI's, October 1996 Standard Construction Details Booklets, October 1996 Standard Electrical Details, 1996 Sample Plans and 1996 Contractor Payment System (CPS) program version 2.1 which will be released shortly.
The 1989 (in English units) Standard Specifications and other related English unit documents shall be used exclusively for the Department projects which are to be prepared using the English units. Therefore, the 1989 Standard Specifications, the Standard Inputs (SI's), Construction Details booklets, etc. shall remain in effect until further notice.
Distribution of the 1996 Standard Specifications for Road and Bridge Construction - Gold Book will be done as follows:
Distribution to In-House Staff and Various Public Agencies
This memorandum along with the summary of changes and the 1996 Standard Specifications for Road and Bridge Construction book will be distributed to In-House staff and various Public Agencies in accordance with an established distribution list by the office of Document Control.
