Liberty State Park Park and Ride
Certain parts of the NJ Transit facility known as the Liberty State Park Park and Ride, located in the City of Jersey City in Hudson County, are under New Jersey Department of Transportation jurisdiction.  Traffic within the transit center is hereby controlled by the following regulations:
(a) All vehicles must park in designated areas and between the lines provided within the park and ride.
(b) The certain parts of the park and ride described in this subsection are hereby designated and established as “no stopping or standing” zones, where stopping or standing is prohibited at all times:
(1) No stopping or standing along both sides:
(A) Along Gateway Drive between Communipaw Avenue and Johnston Avenue.
(B) Along Center Driveway between Gateway Drive and its northerly terminus.
(C) Along Gateway Drive for its entire length.
(2) No stopping or standing along the north side:
(A) Along Northern Driveway for its entire length.
(c) The certain parts of the park and ride described in this subsection are hereby designated and established as “time limit parking” zones where parking is permitted as described:
(1) Twenty four (24)  hour time limit parking Sunday through Saturday:
(A) Within the designated parking areas as indicated on the site plan, during all hours.
(d) The certain parts of the park and ride described in this subsection are hereby designated and established as “permit parking only” zones where parking is prohibited at all times unless a valid vehicle permit is displayed:
(1) Permit parking only:
(A) Within the designated parking areas as indicated on the site plan, during all hours.
(e) The certain parts of the park and ride described in this subsection are hereby designated and established as “handicapped parking” areas for the use of persons who have been issued special vehicle identification cards by the Motor Vehicle Commission in accordance with the provisions of NJSA 39:4-197.5:
(1) Handicapped Parking:
(A) Within the designated parking areas as indicated on the site plan, during all hours.
(f) The certain parts of the park and ride described in this subsection are hereby designated and established as “no parking bus stop” zones, where the parking of any vehicle other than omnibuses, picking up or discharging passengers, is prohibited at all times:
(1) Mid-block bus stops along the eastbound (southerly) side:
(A) Along Gateway Drive beginning 200 feet east of the easterly curb line of Communipaw Avenue and extending 273 feet easterly therefrom.
(2) Mid-block bus stops along the westbound (northerly) side:
(A) Along Gateway Drive beginning 338 feet west of the westerly curb line of Johnston Avenue and extending 135 feet westerly therefrom.
(g) The rate of speed designated for the certain parts of the park and ride described in this subsection are hereby established and adopted as the maximum legal rate of speed:
(1) For both directions of traffic:
(A) Zone 1: 15 MPH for all aisles and roadways within the parking lots.
(B) Zone 2: 25 MPH along Gateway Drive for its entire length.
(h) The certain parts of the park and ride described in this subsection are hereby designated and established as “tow-away zones”, where any vehicle parked or standing may be removed by towing the vehicle at the owners or operators expense:
(1) Tow-Away Zones:
(A) Any vehicles parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard.
(i) The certain parts of the park and ride described in this subsection are hereby designated as through streets, where stop signs are installed on the near right side of each street intersecting the through street except where yield signs are provided for in the designation:
(1) Through streets for both directions of traffic:
(A) Along Gateway Drive between Communipaw Avenue and Johnston Avenue.
(j) The certain parts of the park and ride described in this subsection are hereby designated as stop intersections:
(1) Stop signs shall be installed:
(A) At the intersection of Northeast Driveway and Johnston Avenue for traffic traveling along Northeast Driveway.
(B) At the intersection of Northwest Driveway and Communipaw Avenue for traffic traveling along Northwest Driveway.
(k) The certain parts of the park and ride described in this subsection are hereby designated and established as mid-block crosswalks:
(1) Mid-block crosswalks:
(A) Along Gateway Drive beginning 160 feet west of the westerly curb line of Johnston Avenue and extending 16 feet westerly therefrom.
(B) Along Gateway Drive beginning 132 feet east of the easterly curb line of Communipaw Avenue and extending 8 feet easterly therefrom.
