Restricted Parking and Stopping

Route NJ 71
(a) The certain parts of State Highway Route NJ 71 described in this section are designated and established as "no stopping or standing" zones where stopping or standing is prohibited at all times, except in areas covered by other parking restrictions adopted in accordance with the Administrative Procedure Act, NJSA 52:14B-1 et seq., and NJAC 1:30.  In accordance with the NJSA 39:4-198, proper signs shall be erected to notify the motoring public.
1. In Monmouth County:
i.  In the Borough of Brielle:
(1) No stopping or standing along both sides:
(A) Between the northerly curb line of Union Lane and the Brielle Borough – Manasquan Borough corporate line, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
ii.  In the Borough of Manasquan:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
iii.  In the Township of Wall:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions (approximate mileposts 2.30 to 2.43 and 4.12 to 4.88).
iv. In the Borough of Spring Lake Heights:
(1) No stopping or standing along the northbound (easterly) side:
(A) Beginning at the Spring Lake Heights Borough - Sea Girt Borough corporate line to the prolongation of the northerly curb line of Park Avenue.
(B) From the northerly curb line of Church Street to a point 120 feet northerly therefrom.
(C) From the northerly curb line of Pitney Drive to the Spring Lake Heights Borough - Wall Township corporate line.
(D) Between Warren Avenue and Brighton Avenue.
(2) No stopping or standing along the southbound (westerly) side:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions (approximate mileposts 2.43 to 4.12).
v. In the Borough of Belmar:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
(2) No stopping or standing along the northbound (easterly) side:
(A) Between the Wall Township – Belmar Borough corporate line and the intersection of NJ Route 35.
(3) No stopping or standing along the southbound (westerly) side:
(A) Between points 100 feet north of the northerly curb line and 100 feet south of the southerly curb line of Sixteenth Avenue.
(B) Between Railroad Avenue and NJ Route 35.
vi.  In the Borough of Bradley Beach:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
vii.  In the City of Asbury Park:
(1) No stopping or standing along both sides:
(A) Between Seventh Avenue and a point 120 feet northerly therefrom.
(2) No stopping or standing along the northbound (easterly) side:
(A) Between the Neptune Township - City of Asbury Park corporate line and 50 feet north of the northerly curb line of Lake Avenue-Springwood Avenue.
(B) Between the northerly curb line of Asbury Avenue and a point 135 feet northerly therefrom.
(3) No stopping or standing along the southbound (westerly) side:
(A) Between Lake Avenue - Springwood Avenue and the City of Asbury Park - Neptune Township corporate line.
viii. In the Borough of Deal:
(1) No stopping or standing along the northbound (easterly) side:
(A) From the northerly curb line of Roosevelt Avenue to the Deal Borough – Long Branch City corporate line.
(B) From a point 40 feet south ofBrighton Avenue to a point 40 feet north of Brighton Avenue.
(C) From a point 40 feet south of Poplar Avenue to a point 40 feet north of Poplar Avenue.
(D) From a point 40 feet south of Morgan Avenue to a point 40 feet north of Morgan Avenue.
(E) From a point 40 feet south of Parker Avenue to a point 40 feet north of Parker Avenue.
(F) From Phillips Avenue southerly curb line to a point 75 feet south therefrom.
(2) No stopping or standing along the southbound (westerly) side:
(A) From a point 40 feet north of Campbell Court to a point 40 feet south of Campbell Court.
(B) From a point 40 feet north of Brighton Avenue to a point 40 feet south of Brighton Avenue.
(C) From a point 40 feet north of Parker Avenue to a point 40 feet south of Parker Avenue.
(D) From Phillips Avenue northerly curb line to a point 75 feet to the north.
(E) Beginning 144 feet from the southerly curb line of Brighton Avenue to a point 40 feet southerly therefrom.
ix. In the City of Long Branch, the Borough of  West Long Branch, and  the Township of Ocean:
(1) No stopping or standing along both sides (Norwood Avenue):
(A) Between Cedar Avenue and Park Avenue.
(2) No stopping or standing along both sides (Cedar Avenue):
(A) Between Norwood Avenue and Monmouth Road.
x. In the Borough of West Long Branch:
(1) No stopping or standing along both sides:
(A) Between Route 36 and Wall Street, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation.
xi.  In the Borough of Eatontown and the Borough of Oceanport:
(1) No stopping or standing along both sides:
(A) Between Meadowbrook Avenue and Eaton Place.
xii. In the Borough of Eatontown:
(1) No stopping or standing along the northbound (easterly) side:
(A) Between the northerly curb line of Rose Court and the southerly curb line of Kellys Lane.
(B) Between a point 314 feet east of, and the easterly curb line of Route 35.
(2) No stopping or standing along the southbound (westerly) side:
(A) Between the easterly curb line of Route 35 and a point 219 feet easterly thereof.
(b) The certain parts of State Highway Route NJ 71 described in this subsection shall be designated and established as "no parking certain hours" zones, where parking is prohibited except as specified. In accordance with the provisions of NJSA 39:4-198, permission is granted to erect the appropriate signs at the following established "no parking certain hours" zones.
1. In Monmouth County:
i.  In the Borough of Sea Girt and the Borough of Wall:
(1) No stopping or standing along both sides from 6:00 PM to 6:00 AM:
(A) Between Wreck Pond Road and Sea Girt Road.
ii. In the Borough of Spring Lake Heights:
(1) No stopping or standing along the northbound (easterly) side from 6:00 PM to 6:00 AM, Sunday through Saturday:
(A) From Park Avenue to Warren Avenue.
iii.  In the Borough of Bradley Beach:
(1) No stopping or standing along both sides from 11:00 AM to 4:00 PM on Wednesdays:
(A) Between LaReine Avenue and McCabe Avenue.
iv.  In the Borough of Eatontown:
(1) No parking along the northbound (easterly) side from 4:00 PM to 6:00 PM:
(A) Between a point 219 feet east of the easterly curb line of Route 35 and the intersection of White Street.
(2) No parking along the southbound (westerly) side from 4:00 PM to 6:00 PM:
(A) Between the intersection of White Street and a point 314 feet east of the easterly curb line of Route 35.
(c) The certain parts of State highway Route NJ 71 described in this subsection shall be designated and established at "time limit parking" zones, where parking is prohibited except as specified. In accordance with the provisions of NJSA 39:4-198, permission is granted to erect appropriate signs at the following established time limit parking zones:
1. In Monmouth County:
i. In the Borough of Bradley Beach:
(1) Two hour time limit parking along the northbound (easterly) side from 8:00 AM to 6:00 PM, Sunday through Saturday, including holidays:
(A) Between Evergreen Avenue and Brinley Avenue (CR 2).
(B) Beginning at a point 100 feet north of the northerly curb line of Brinley Avenue (CR 2) to a point 58 feet northerly therefrom.
(C) Beginning at a point 230 feet north of the northerly curb line of Brinley Avenue (CR 2) to the southerly curb line of Ocean Park Avenue.
(D) Beginning at a point 100 feet north of the northerly curb line of Ocean Park Avenue to the Bradley Beach Borough-Neptune Township corporate line.
(2) Two hour time limit parking along the southbound (westerly) side from 8:00 AM to 6:00 PM, Sunday through Saturday, including holidays:
(A) Between the Neptune Township-Bradley Beach Borough corporate line and a point 105 feet north of the prolongation of the northerly curb line of Ocean Park Avenue.
(B) Between the prolongation of the southerly curb line of Ocean Park Avenue and a point 190 feet south of the prolongation of the southerly curb line of McCabe Avenue.
(C) Between the southerly curb line of Lareine Avenue and a point 231 feet southerly therefrom.
(D) Between the southerly curb line of Brinley Avenue (CR 2) and the northerly curb line of Fourth Avenue.
(E) Between a point 100 feet south of the southerly curb line of Fourth Avenue and the northerly curb line of Evergreen Avenue.
(3) 15 minute time limit parking along the southbound (westerly) side from 8:00 AM to 6:00 PM, Sunday through Saturday, including holidays:
(A) Beginning at a point 190 feet south of the prolongation of the southerly curb line of McCabe Avenue to the northerly curb line of Lareine Avenue.
ii. In the City of Asbury Park:
(1) Two hour time limit parking along the northbound (easterly) side, from 8:00 AM to 6:00 PM, except Saturdays and Sundays:
(A) Between a point 100 feet north of the northerly curb line of Lake-Springwood Avenues and Asbury Avenue.
(B) Between a point 135 feet north of the northerly curb line of Asbury Avenue to Seventh Avenue.
(2) Two hour time limit parking along the northbound (easterly) side, from 8:00 AM to 6:00 PM, except Saturdays and Sundays:
(A) Between Seventh Avenue and Lake-Springwood Avenues.
iii. In the Borough of Deal:
(1) Two hour time limit parking along the northbound (easterly) side from 8:00 AM to 6:00 PM, Sunday through Saturday, including holidays:
(A) Between Brighton Avenue and Roosevelt Avenue.
(2) Two hour time limit parking along the southbound (westerly) side from 8:00 AM to 6:00 PM, Sunday through Saturday, including holidays:
(A) Between Poplar Avenue and Wyckoff Street.
(B) Beginning at a point 65 feet south of the southerly curb line of Wyckoff Street and extending to Brighton Avenue.
(3) Fifteen minute time limit parking along the southbound (westerly) side, Sunday through Saturday, including holidays:
(A) Beginning at a point 35 feet south of the southerly curb line of Wyckoff Street and extending 65 feet southerly therefrom.
iv.  In the Township of Ocean:
(1) Two hour time limit parking along the southbound (westerly) side from 8:00 AM to 6:00 PM:
(A) From a point 135 feet north of the northerly curb line of Roosevelt Avenue, running thence south to the Ocean Township – Deal Borough corporate line.
(d) The certain parts of State Highway Route NJ 71 described in this subsection are designated and established as "no parking" zones where parking is prohibited at all times. In accordance with the provisions of NJSA 39:4-199, permission is granted to erect appropriate signs at the following established Loading Zones:
1. In Monmouth County:
i. In the City of Asbury Park:
(1) No parking - loading zone along the northbound (easterly) side:
(A) Beginning at a point 50 feet from the northerly curb line of Lake-Springwood Avenues and extending 50 feet northerly therefrom.
(B) Beginning at a point 300 feet east of the easterly curb line of Emory Street and extending 50 feet easterly therefrom.
(e) The certain parts of State Highway Route 71 described in this subsection shall be designated and established as "no parking bus stop" zones where parking is prohibited at all times. In accordance with the provisions of NJSA 39:4-199, permission is granted to erect appropriate signs at the following established bus stops:
1. In Monmouth County:
i. In the Borough of Manasquan:
(1) Mid-block bus stops along the northbound (easterly) side:
(A) Main Street - Beginning 128 feet north of the northerly curb line of Main Street and extending 135 feet northerly therefrom.
(2) Near side bus stops  along the southbound (westerly) side:
(A) Main Street - Beginning at the northerly curb line of Main Street and extending 105 feet northerly therefrom.
ii. In the Borough of Spring Lake Heights:
(1) Near side bus stops along the northbound (easterly) side:
(A) Wall Road - Beginning at the southerly curb line of Wall Road and extending 105 feet southerly therefrom.
(2) Mid-block bus stops along the southbound (westerly) side:
(A) Between Snyder Avenue and 2nd Street - Beginning 268 feet north of the northerly curb line of Snyder Avenue and extending 135 feet northerly therefrom.
iii. In the Borough of Bradley Beach:
(1) Along Route NJ 71 northbound, on the easterly side at:
(A) Evergreen Avenue – (near side) (NJ Transit ID# 24401) – Beginning at the southerly curb line of Evergreen Avenue and extending 105 feet southerly therefrom.
(B) Brinley Avenue (CR 2) – (far side) (NJ Transit ID# 24403) – Beginning at the northerly curb line of Brinley Avenue (CR 2) and extending 100 feet northerly therefrom.
(C) Ocean Park Avenue – (far side) (NJ Transit ID# 24405) – Beginning at the northerly curb line of Ocean Park Avenue and extending 100 feet northerly therefrom.
(2) Along Route NJ 71 southbound, on the westerly side at:
(A) Ocean Park Avenue – (near side) (NJ Transit ID# 24406) – Beginning at the prolongation of the northerly curb line of Ocean Park Avenue and extending 105 feet northerly therefrom.
(B) Brinley Avenue (CR 2) – (near side) (NJ Transit ID# 24407) – Beginning at the northerly curb line of Brinley Avenue (CR 2) and extending 105 feet northerly therefrom.
(C) Fourth Avenue – (far side) (NJ Transit ID# 24408) – Beginning at the southerly curb line of Fourth Avenue and extending 100 feet southerly therefrom.
iv.  In the Village of Loch Arbour:
(1) Near side bus stops along the northbound (easterly) side:
(A) Euclid Avenue – Beginning at the southerly curb line of Euclid Avenue and extending 105 feet southerly therefrom.
(2) Near side bus stops along the southbound (westerly) side:
(A) Euclid Avenue – Beginning at the northerly curb line of Euclid Avenue and extending 105 feet northerly therefrom.
v.  In the Borough of West Long Branch:
(1) Near side bus stops along the southbound (westerly) side:
(A) Kirby Avenue – Beginning at the northerly curb line of Kirby Avenue and extending 105 feet northerly therefrom.
(f) The certain parts of State Highway Route NJ 71 described in this subsection shall be designated and established as "no parking street cleaning" zones, where parking is prohibited except as specified. In accordance with the provisions of NJSA 39:4–198, permission is granted to erect the appropriate signs at the following established "no parking street cleaning" zones.
1. In Monmouth County:
i. In the Borough of Bradley Beach:
(1) No parking along the northbound (easterly) side from 5:00 AM to 8:00 AM, Wednesdays:
(A) Between Bradley Boulevard and Lake Terrace.
(2) No parking along the southbound (westerly) side from 5:00 AM to 8:00 AM, Tuesdays:
(A) Between Lake Terrace and Bradley Boulevard.
ii. In the City of Asbury Park:
(1) No parking along the northbound (easterly) side from 7:00 AM to 8:00 AM, Tuesday and Thursday.
(A) Between Lake Avenue and Deal Lake Drive.
(2) No parking along the southbound (westerly) side from 7:00 AM to 8:00 AM, Monday and Friday.
(A) Between Lake Avenue and Deal Lake Drive.
