SUBJECT: ONLINE REQUIREMENT FOR DESIGNATION OF BENEFICIARY

The attached Certifying Officer Letter has been issued by the Division of Pensions and Benefits to notify employers and their employees of a significant change to the procedure for designating a beneficiary by active members of the Public Employees’ Retirement System (PERS), Teachers’ Pension and Annuity Fund (TPAF), Police and Firemen’s Retirement System (PFRS), and State Police Retirement System (SPRS).

Effective February 1, 2013, an active employee who wishes to verify, update, or change their beneficiary information with the retirement system, MUST use the online Designation of Beneficiary Application accessible through a personal account with the Member Benefits Online System (MBOS)

Additional information about the online Designation of Beneficiary application and how to register for MBOS is provided with this letter.

SUBJECT: NEW APPLICATION IN EPIC - HEALTH BENEFITS WAIVER REPORT

The Division of Pensions and Benefits is pleased to announce a new online application for Health Benefits Waiver Reports which is accessible through the Employer Pensions and Benefits Information Connection (EPIC).

Available to employers who provide coverage through the State Health Benefits Program (SHBP) or the School Employees’ Health Benefits Program (SEHBP), the Waiver Report provides employers with secure access to the information, reduces paper and mailing costs for the Division, and saves employers reproduction and storage costs.

SHBP/SEHBP WAIVED COVERAGE OF EMPLOYEES

The Waiver Report is available in EPIC (along with the Health Benefits Alpha and Activity Reports).  When the “Waiver Report” button is selected, the report will open and display the employee’s name, a masked SSN, the health coverage waiver date, prescription drug coverage waiver date, and indicators of whether the employee has other SHBP or SEHBP health or prescription coverage.  This allows the employer to determine the waiver status of employees enrolled in the SHBP or SEHBP — and verify eligibility for any permitted reimbursement.

It is important to note that Chapter 78, P.L. 2012, changed the reimbursement rules for employers who have employees who waive health benefits coverage.  The reimbursement is voluntary, and a Local Government or Local Education employee who waives coverage after June 28, 2011 (the effective date of Chapter 78) is NOT entitled to a reimbursement if they have other coverage through the SHBP/SEHBP.

The report is updated every other pay period for State biweekly employees and monthly for Local Government, Local Education, and State Monthly employees.

The report contains Health and Prescription (if applicable) waivers and the most recent waiver date.

ASSIGNING ACCESS TO NEW EPIC APPLICATIONS

Please make sure that employees who require access to this report have the appropriate EPIC access. The designated Certifying Officer must assign access to new EPIC applications to users registered through your employing location.  For detailed information about how to assign access to new applications, see the EPIC Security help pages at:

SUBJECT: Pension and Health Benefit Contribution Rate Change for the Judicial Retirement System

This Certifying Officer letter informs employers about the pension and health benefit contribution rate changes for the members of the Judicial Retirement System.

Pursuant to an amendment to Article VI, Section VI, Paragraph 6 of the New Jersey Constitution — and originally authorized under Chapter 78, P.L. 2011, Pension and Health Benefit Reform —  employee pension and health benefit contribution rates for members of the JRS will increase as of State Biweekly Pay Period #1 of 2013.

The attached Certifying Officer Letter has been issued by the Division of Pensions and Benefits to notify employers of a significant change to the Employer Demographics update process in the Employer Pensions and Benefits Information Connection (EPIC).

EPIC's Employer Demographics application now includes the ability to update information about the employing location's Certifying Officer and the Supervisor of the Certifying Officer.

In addition, effective January 1, 2013, all employer demographic changes must be submitted online using the EPIC Employer Demographics application. The paper Employer Database Update Form will be removed from the Division’s Web site and will no longer be accepted by the Division for updates to EPIC.

This e-message is being distributed to employers as notification of important changes being made to Tax$ave Flexible Spending Account (FSA) access and to help you address any questions from your employees.

Tax$ave is the benefit program that allows eligible State employees to set aside before-tax dollars to pay for certain medical, dental, and dependent care expenses, thereby avoiding federal taxes and saving money. 

Tax$ave’s Flexible Spending Account (FSA) Plans — for unreimbursed medical expenses and/or dependent care — are administered for the State by Fringe Benefits Management Company, a Division of WageWorks (WageWorks). 

  • Between September 1 and September 18, 2012, the online member access system for Tax$ave FSA Plans will be moved to a new computer system supported entirely by WageWorks, Inc. 

  • During the transition period, online FSA account access will be unavailable to enrolled employees.

  • After September 18, 2012, employees should access their 2012 FSA accounts at www.wageworks.com  Note that employees will be required to re-register with WageWorks for account access at the new Web site.

EPIC E-MAIL MESSAGE — June 14, 2012

SUBJECT: SHBP/SEHBP Eligible Retirees and COBRA*

This message is being distributed to employers as clarification that under federal COBRA law “retirement” is not considered to be a “qualifying event” for coverage under COBRA.

The common misunderstanding is that employees at retirement are automatically eligible for benefits under COBRA.  However, employees who upon retirement are eligible to enroll for post-retirement coverage in the State Health Benefits Program (SHBP) or School Employees’ Health Benefits Program (SEHBP) cannot enroll for health benefit coverage under COBRA. Instead, they are eligible to enroll in health benefits coverage in the Retired Group of the SHBP or SEHBP.

In order for a retiree to become eligible for COBRA, the employee must have no other eligibility for the continuation of post-retirement health benefits. In such a case, it is the termination of all health benefits coverage that becomes the “qualifying event” for COBRA eligibility, rather than the act of retirement.

Please also note that the occurrence of the COBRA event must be the reason for the loss of coverage for the employee or a covered dependent to be able to take advantage of the provisions of COBRA law. If there is no coverage in effect at the time of the event, there can be no continuation of coverage under COBRA.

*The federal Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985.

COBRA INFORMATION FOR EMPLOYERS

The Division has recently updated its COBRA information to clarify retiree eligibility.

EPIC E-MAIL TO EMPLOYERS — January 27, 2012

SUBJECT: Certification of Enrollment Applications on EPIC

In accordance with N.J.S.A. 43:3C-15 (Chapter 52, P.L. 2011), the Division of Pensions and Benefits and the Office of Information Technology have completed enhancements to retirement system online Enrollment Applications accessed through the Employer Pension and Benefit Information Connection (EPIC).

CERTIFICATIONS REQUIRED FOR ALL ENROLLMENTS

Under Chapter 52, all retirement system enrollments must be certified by BOTH the Certifying Officer AND the immediate Supervisor of the Certifying Officer.  As a result, the following changes have been put into place for the PERS and TPAF* online Enrollment Applications in EPIC:

  • Application changes will be effective on January 27, 2012 for the PERS online Enrollment Application and on January 31, 2012 for the TPAF online Enrollment Application.

  • After a new Enrollment Application is entered online through EPIC, the information will be saved pending the required Certifications from the employing location’s Certifying Officer and the Supervisor of the Certifying Officer.

  • Upon logging on to EPIC and accessing the online Enrollment Applications, a list will be presented showing all pending applications awaiting the Certifying Officer’s and/or the Supervisor of the Certifying Officer’s Certifications.

  • Once BOTH of the required Certifications are completed, the enrollment information will be submitted to the Division of Pensions and Benefits for processing and the Certifying Officer will receive an e-mail confirmation that the enrollment has been received by the Division for processing.

  • Detailed information about using EPIC online Enrollment Applications can be found in the EPIC Users’ Guide at: http://www.state.nj.us/treasury/pensions/epickit.htm

  • The online Enrollment Applications are accessed by selecting the “PERS Enrollments” or “TPAF Enrollments” buttons* on the EPIC home page. (See below for information on “Granting Access to EPIC Applications” for your staff.)

  • To log on to EPIC go to: http://www.state.nj.us/treasury/pensions/epic-help-index.shtml  and click the link “Log on to EPIC”. Links to registering for EPIC and help in using EPIC are also available on the Web page.

*Note: Currently only PERS and TPAF Enrollments are available online. PFRS, SPRS, and JRS enrollments should be completed using the paper Enrollment Applications.  Approval signatures by both the Certifying Officer and the Supervisor of the Certifying Officer are required on all paper Enrollment Applications.  Stamped signatures are NOT permitted; all signatures must be legible.

GRANTING ACCESS TO EPIC APPLICATIONS

Your designated Certifying Officer must assign access to EPIC applications to EPIC users registered through your employing location.  For detailed instructions on assigning access to EPIC applications, see the EPIC Security help pages in the EPIC Users’ Guide at: http://www.state.nj.us/treasury/pensions/epickit.htm

Attached to this message you will find the annual update to the Required Notices to SHBP/SEHBP Enrollees.

  • Federal law mandates that employers provide information about certain pieces of legislation to employees and their dependents upon enrollment in the employer’s group health insurance and at other specific times. This includes initial notice concerning the COBRA program; notice of federal HIPAA Privacy requirements; the certificate of group plan coverage; and notice of premium assistance through Medicaid and Children’s Health Insurance Programs.

  • New Jersey State law requires notice of coverage available to over age children under the provisions of Chapter 375, P.L. 2005.

The attached document provides everything employers need to comply with the notification requirements.

The Division of Pensions and Benefits has posted new dates for employer training opportunities for 2012. 

Training sessions are open to Certifying Officers and other personnel who are responsible for the administration of pension and health benefits. Please keep in mind that these are NOT a substitute for the enrollment training required by Chapter 52 P.L. 2011.

Available training sessions are offered in a classroom setting and via webinar and include:

Internet Report of Contributions (IROC) Training

This is an employer training class designed for anyone in payroll or benefit administration who is responsible for completing the quarterly pension Internet Report of Contributions (IROC). Whether you are brand new or a seasoned veteran, we are sure that you will benefit from this training.

Employer Training for the Defined Contribution Retirement Program (DCRP)

This training covers enrollment and other employer duties related to the DCRP. 

Pension Processing Training

This program presents a brief overview of the benefits and provides training on the employer’s administrative responsibilities of the PERS, TPAF, PFRS and DCRP. We cover the EPIC system, where employers can perform administrative tasks online and access employee pension account information for processing and inquiry along with a brief overview of the State Health Benefits Program (SHBP) and the School Employees' Health Benefits Program (SEHBP).

Member Retirement Workshops and Group Counseling Sessions

Retirement workshops and group counseling sessions have also been scheduled for 2012.
