Property Assessment Management System
History


MOD IV, the assessment administration system currently used in New Jersey, was developed 25 years ago by a private vendor as a COBOL-based batch program that stores data in flat files. As the technology of the MOD IV system is outdated:
  • Data is not timely or easily accessible
  • Integration with other systems is difficult and costly
  • Functionality is limited
  • Sharing of data is cumbersome
To address these limitations, the Division of Taxation decided to purchase a statewide Property Assessment Management System (PAMS) which will integrate, streamline, and standardize the business functions at all levels of government to administer the local property tax code and share information with each other.

Following a competitive RFP process, the PAMS implementation contact was awarded in May 2005 to Tyler Technologies, Inc. of Dallas, Texas. Tyler's Assessment & Tax Division, also known as the Cole Layer Trumble Company, will provide its iasWorld assessment and tax solution to replace MOD IV and its peripheral systems.
