MOD IV, the assessment administration system currently used in New Jersey, was developed 25 years ago by a private vendor as a COBOL-based batch program that stores data in flat files. As the technology of the MOD IV system is outdated:
Following a competitive RFP process, the PAMS implementation contact was awarded in May 2005 to Tyler Technologies, Inc. of Dallas, Texas. Tyler's Assessment & Tax Division, also known as the Cole Layer Trumble Company, will provide its iasWorld assessment and tax solution to replace MOD IV and its peripheral systems.
- Data is not timely or easily accessible
- Integration with other systems is difficult and costly
- Functionality is limited
- Sharing of data is cumbersome
