COMBINED SEWER OVERFLOW PLANNING & DESIGN GRANTS
To address non-point and point sources of pollution which discharge from storm water sewer systems and combined storm water and sanitary sewer overflows. To assist local government units to provide appropriate abatement measures at any combined sewer overflow point, grant funds for planning and design for dry weather overflow elimination and solids/floatables reduction are available.
ELIGIBILITY: Local government units, including municipalities and public sewerage or utility authorities, may be eligible. Any local government unit which operates or controls a combined sewer may submit an application to the DEP for up to 90% of the allowable planning or design costs to be incurred.
OTHER INFORMATION/GRANT OR LOAN LIMITATIONS: Local unit must provide at least 10% of the total project cost.

INTERCONNECTION/CROSS-CONNECTION ABATEMENT PLANNING & DESIGN GRANTS
To address non-point and point sources of pollution which discharge from storm water sewer systems and impact the coastal environment. The I/C planning and design grants will assist municipalities with addressing improper connections of sanitary and storm water systems.
ELIGIBILITY: Municipalities in Atlantic, Cape May, Monmouth and Ocean counties that discharge to salt waters. Any affected municipality that has identified an interconnection or cross-connection within its geographic boundaries.
OTHER INFORMATION/GRANT OR LOAN LIMITATIONS: Municipality must provide at least 10% of project costs. Initial planning grants are limited to $15,000, $30,000 or $50,000, based on the number of storm water outfalls. Second round awards will be based on project's priority ranking for up to 90% of eligible costs.

PINELANDS INFRASTRUCTURE TRUST FINANCING PROGRAM
To provide funding for wastewater treatment facilities needed to accommodate existing and future needs in the 23 designated Pinelands Regional Growth Areas. Funding is available for the construction of new collection systems, interceptors and the expansion and/or upgrading of wastewater treatment facilities.
ELIGIBILITY: Government units, including municipalities and regional sewerage or utility authorities, may be eligible for assistance.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: The unit must provide for ineligible cost and that portion (typically 40%) of the allowable cost which the grant/loan does not cover.

WASTEWATER TREATMENT FINANCING PROGRAM
Funding is available for construction of a variety of projects including secondary and advanced wastewater facilities, infiltration and inflow correction, interceptors, pumping stations, force mains, major sewer system rehabilitation, new collection systems and correction of combined sewer overflows.
ELIGIBILITY: Municipalities, counties, sewerage and utility authorities building new or improving existing wastewater treatment facilities or sanitary sewer systems.
APPLICATION DEADLINE: Varies with funding cycle. Notice of intent to file an application is typically required 16 months in advance of the actual application deadline, which is usually in March. During this period, project specifications are developed. Notification date: January 15 of following year.

WATER SUPPLY INTERCONNECTION LOANS
PROGRAM DESCRIPTION: Construction of new water system interconnections with other publicly or privately owned water supply systems, or rehabilitation of antiquated, damaged or inadequately operating water system interconnections with publicly or privately owned water supply systems, so as to provide a reliable water supply. Interconnection facilities may include water mains, pump stations, meters and related appurtenances necessary to deliver water between adjacent water supply systems.
ELIGIBILITY: Any publicly owned water supply system in New Jersey may receive funds based on system size. Applications are prioritized considering the percentage of average daily demand the interconnection(s) can provide and the number of interconnections included in any orders, directives or recommendations issued by the Department applicable to the proposed project.

WATER SUPPLY REHABILITATION LOANS
The rehabilitation, repair, reconstruction or replacement of antiquated, obsolete, damaged, leaky or inadequately operating publicly owned water supply transmission facilities, including water mains, water storage facilities, pump stations, service connections and meters.
ELIGIBILITY: Any publicly owned water supply system in New Jersey may receive funds based on system size. Applications are prioritized considering age of facilities to be rehabilitated, amount of daily demand available from Interconnections, per capita water usage, leakage reduction and cost effective leakage reduction. Priority ranking is made within system sizes based on number of residents served.

WATER SUPPLY REPLACEMENT LOANS
The planning, design and construction of water supply facilities to address ground water contamination problems as identified by the DEP, within the scope of the DEP approved feasibility study. Water supply facilities may include water mains, water storage facilities, pump stations, wells and treatment works.
ELIGIBILITY: Any publicly owned water supply system where ground water contamination adversely affects the potable water service of at least three dwelling units. Applications are prioritized considering the number of dwelling units that have contamination at or in excess of the maximum contaminant level, financial hardship and number of people served by the project. Those projects deemed exigent will be processed immediately, with the rest being held for the next competitive ranking period.

LOW INTEREST LOANS FOR RECYCLING BUSINESSES
To provide loans to recycling businesses that collect, separate, process or convert post-consumer waste material into new products.
ELIGIBILITY: Recycling businesses or industries located or local in New Jersey.
All New Jersey recycling businesses are eligible to be considered for a loan provided they are collecting, processing or converting post-consumer waste.

To provide community education and promotional programs on recycling.
ELIGIBILITY: County governments, nonprofit organizations and state colleges and universities. All counties are eligible; nonprofit organizations and colleges may also apply for a grant.

SOLID WASTE SERVICES GRANTS
To prepare, revise and implement district solid waste management plans, including implementation of the State Recycling Plan.
ELIGIBILITY: County governments only. The DEP must determine that a county is meeting its solid waste management responsibilities.

Annual entitlements are based on amount of solid waste generated in each county, with no county receiving less than two percent of the available statewide fund. Taxes collected on solid waste disposed of in New Jersey landfills constitute the source of founding.

RECYCLING TONNAGE GRANTS
To reimburse municipalities and counties on a per-ton basis for material recycled within municipal/county borders on an annual basis.
ELIGIBILITY: Municipal and county governments.
All municipalities are eligible. Counties are eligible if they provide for collection, processing and marketing of materials at no cost to municipalities.

To provide no interest or low-interest loans to assist in financing resource recovery facilities, sanitary landfill facilities.

CLEAN LAKES PROGRAM
To improve the recreational water quality at public lakes.
ELIGIBILITY-. Municipal, county and regional government agencies.
The lake must meet the definition of public, defined by Federal and State Clean Lakes regulations as publicly owned land contiguous to the shoreline which provides equal access.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Up to 70% USEPA funding for Phase I Diagnostic Feasibility Projects; up to 50% state funding for Phase I Diagnostic Feasibility Projects. DAM RESTORATION & INLAND WATER PROJECTS LOAN PROGRAM
Low interest loans to assist in the funding of dam restorations, flood control projects, water pollution control projects, and water related recreation and conservation projects.
ELIGIBILITY: Local government units, private lake associations or similar organizations and owners of private dams as co-applicants with a local government unit. Applicant must have a project which meets the objectives of the program as defined in the program rules.

SHORE PROTECTION GRANTS & LOANS
To protect existing development from sea-level rise and shoreline migration through dune creation and maintenance, beach fill projects and repair of existing shore protection structures.
ELIGIBILITY: Municipalities and counties, local cost share 25%. Loans available for the 25% local share. A ranking list has been prepared based on need, the 1981 New Jersey Shore Protection Master Plan, damage from the December 10, 1992 storm, and U.S. Army Corps of Engineer studies and projects.

To acquire and/or develop municipal or county land for public recreation and conservation purposes.
ELIGIBILITY: Any municipality or county.
Must submit a completed application. There must be no outstanding compliance problems. Applicant must meet technical eligibility requirements (program specific).

GREEN ACRES NONPROFIT ACQUISITION GRANTS
To acquire open space for recreation and conservation purposes which is open to the public.
ELIGIBILITY: Any tax-exempt, nonprofit organization which qualifies as a "charitable conservancy" as defined in .A. 13:8B-1 et seq. Must submit a completed application. Applications are evaluated based on a ranking system which is included in the application package.
GRANT/ OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: 50% matching grants to a maximum of $500,000 unless the project has exceptional resource value.

HISTORIC PRESERVATION CERTIFIED LOCAL GOVERNMENT GRANTS
Certified Local Government (CLG) matching grant funds may be used to promote historic preservation projects such as municipal Master Plan development, historic resource surveys, planning and education projects, historic structures reports, New Jersey and National Register nominations and archaeological resources plans. The goals for historic preservation grant projects are: to identify all buildings, sites, structures, objects and districts which are significant in American history, architecture, archaeology or engineering, and which meet the criteria for inclusion in The New Jersey and National Register of Historic Places; and to design and implement planning tools for the protection of these resources.
ELIGIBILITY: Only municipalities participating in the CLG program may apply. To participate, local governments must be certified by the State Historic Preservation Officer as meeting State and Federal program requirements for the designation and protection of historic properties and districts in the municipality. The Historic Preservation Office uses a competitive selection process and awards grants to projects which best meet the evaluation criteria and funding priorities described in the application packet.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Minimum grant request is $3,000. The upper limit is determined by the availability of funds in each annual grant competition. Grants are reimbursable. The grant recipient must be prepared to expend the total project cost. Interim reimbursements may be incorporated into the grant agreement.

HISTORIC PRESERVATION GRANTS FOR CAPITAL PRESERVATION PROJECTS
The program provides funding for the preservation of historic properties. Activities which qualify for funding include restoration, rehabilitation and preservation. A portion of a grant award may be used to fund non-construction activities directly related to the project.
ELIGIBILITY: Grants will aid properties owned or operated by the State, county, and municipal governments and nonprofit organizations. The applicant must either own the property or prove possession and significant control over the property through a valid lease for a period of 20 years or more as of the date established for submission of historic preservation grant applications. To receive funding, properties must be listed or eligible for l in the State or National Registers of Historic Places.
Criteria used to evaluate and rank applications for grant awards include: significance of the resource, physical condition of the property, quality of preservation plans, compliance with -the Standards for Treatment of Historic Properties (I 992), administrative capability of the applicant, availability of matching funds, financial plans for long-term maintenance and public access to the property. Applications are evaluated by an independent panel of preservation experts.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: All applicants must provide matching funds. Awards may be made to a maximum of $1.25 million and are paid quarterly on a reimbursement basis.
APPLICATION DEADLINE: Schedules for grant rounds are established by the board of trustees. Application deadlines are announced at the beginning of each grant round and are publicized elsewhere. Applications for the first round will be due in the spring of 1997.

NEW JERSEY HISTORIC TRUST EMERGENCY GRANTS & LOANS
To provide emergency funding for capital preservation projects for historic properties. Activities which qualify for funding include: emergency repair or stabilization; planning or research necessary to preserve an endangered property; limited rehabilitation, restoration or improvement; acquisition of a historic property; or the purchase of an option to acquire a historic property.
ELIGIBILITY: Applicants must be nonprofit, tax-exempt organizations or agencies of county or municipal governments. All properties must be listed, or eligible for listing, in the State and National Registers of Historic Places. For all requests other than acquisition, applicants must demonstrate control of the property through a deed or a valid lease. Criteria used to evaluate and rank applications for funds include: archaeological, architectural, cultural-and/or historical significance; nature and degree of threat to property; plans for long. term preservation of the property; benefit to the community-, applicant's ability to carry out the project successfully; and firmness of matching funds.
GRANT/OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Awards range from $1,000 to $10,000 and may take the form of matching grants and/or short term low interest loans. Because grant funds are very limited, loan requests are encouraged. All grants must be matched on a dollar-for-dollar basis. Matching funds for loans are encouraged, but not required. Collateral or personal guarantees may be required. Loans are for a period of one to five years. No interest is charged for the first year of the loan. For the balance of the term of the loan, the interest rate is one half of the prime rate, up to a maximum of six percent.
APPLICATION DEADLINE: Applications are accepted year-round. Notification date: Applicants are notified of a decision approximately two months after submission of a complete application.

NEW JERSEY HISTORIC TRUST REVOLVING LOAN FUND
The Fund provides financing for the preservation, improvement, restoration rehabilitation and acquisition of historic properties as well as certain ancillary non-construction activities.
ELIGIBILITY: Applicants must be nonprofit, tax-exempt organizations or agencies of county or municipal governments. All properties must be: individually listed in the National or State Registers of Historic Places; located within and identified as contributing to the significance of a historic district listed in the National or State Registers of Historic Places; included in a thematic listing of historic resources in the State or National Registers of Historic Places; or certified by the Deputy State Historic Preservation Officer as approved for listing in the State Register of Historic Places. Except for acquisition requests, applicants must demonstrate control of the property through a deed or valid lease.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: The minimum loan amount to be accepted for review is $25,000. The maximum loan amount cannot exceed 15% of the revolving loan fund balance as of July 1 of the fiscal year. For FY97, the maximum loan amount accepted for review will be $450,000. Loan amounts will be for a maximum of 40% of project funding for all eligible public entities and 90% of project funding for eligible nonprofit organizations. The maximum interest rate levied on any loan will not exceed 4% simple interest per annum. 'The maximum term of a loan is 20 years, although most loans will be for a term of 10 or fewer year Collateral for loans will be required.

URBAN & COMMUNITY FORESTRY GRANTS
"Green Communities" To assist local municipalities or groups in implementing urban and community forestry projects. These projects are provided under four (4) themes: Program Development, Implementation, Tree Maintenance and Research Projects.
ELIGIBILITY: Local municipalities, environmental organizations, shade tree commissions and volunteer groups. Letters from the local authority supporting the urban forestry project must be submitted.

COASTAL BLUE ACRES GRANTS AND LOANS
To acquire storm-prone land and storm-damaged property for storm protection and recreation and conservation purposes.
ELIGIBILITY: Municipalities and counties located in the State's coastal area as defined and delineated in P L. 1973, C. 185 (C. 1 2:19-4). Projects limited to certain coastal areas. Must submit a complete application. Applications are evaluated based on ranking criteria established by the bond act.
GRANT/OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: 75% grant/25% loan for a pre-storm project. 50% grant/50% loan for a post-storm project.
APPLICATION DEADLINE: October 31, annually, depending on available funds for pre-storm projects. Post-storm projects based on coastal storm event. Notification date: Spring of following year for pre-storm projects.

COUNTY ENVIRONMENTAL HEALTH ACT GRANTS
To support environmental health services undertaken by certified local health agencies on behalf of the DEP pursuant to the County Environmental Health Act, N.J.S.A. 26:3A2.21 et seq.
ELIGIBILITY: Certified local health agencies only. Applicant must have the DEP certification pursuant to PL 1977, c. 443 (.A. 26:3A2-21 et seq.) and have approved work plan pursuant to N.J.A.C. 7:lH-1 et seq.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Calendar year grants are awarded annually. 50% match required. Grants awarded for pilot projects do not have a match requirement.

MATCHING GRANTS FOR LOCAL ENVIRONMENTAL AGENCIES
To assist local environmental commissions and soil conservation districts in efforts to inventory and document environmental resources; to prepare policy recommendations to protect those resources; and to prepare and disseminate information for the public concerning the ways in which the public can participate in protecting the environment.
ELIGIBILITY: Municipal environmental commissions and joint environmental commissions established pursuant to .A. 40:56A,l et seq., Soil Conservation Districts and county environmental commissions. Applicant must be one of the types of agencies listed above and must use funds for a project having the purposes described above. Detailed specifications of eligible projects and eligible costs are found in the Matching Grants Program Guide.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: The maximum annual grant is $2,500. Applicant must agree to fund at least 50% of the cost of the eligible project. Grant money is paid upon completion of project.

HAZARDOUS DISCHARGE SITE REMEDIATION FUND
To provide loans to persons who are otherwise unable to fund the costs of remediation projects; to provide grants and loans for remediation costs to municipal government entities to facilitate site redevelopment and reuse; and to provide 50% grants to "innocent parties" towards remediation costs.
ELIGIBILITY:
Loans: Private parties who can demonstrate that they cannot otherwise fund the costs of remediation; municipalities for the costs of Remedial Actions. at sites where the municipal government entity owns or holds the tax sale certificate; municipalities for the costs of remediation where municipal government entity is responsible for contamination at the site; the New Jersey Redevelopment Authority as specified in the statute.
Grants: Municipalities which either hold the tax sale certificate on a property(ies) or have acquired property(ies) through foreclosure or other similar means.

EMERGENCY FLOOD CONTROL GRANTS
To provide for the acquisition, development, construction and maintenance of structural flood control facilities.
ELIGIBILITY: Counties and municipalities. See eligibility rules in NJA.C. 7:23-1.1 et seq., May, 1994.

LOCAL COASTAL PLANNING GRANTS
To provide local coastal zone governments with 100% funding to plan and construct projects which further the objective of the New Jersey Coastal Management Program.
ELIGIBILITY: Local coastal municipalities, coastal county governments, and other governmental and nonprofit agencies or entities. Qualifications required for consideration.- 'The aforementioned entities need to submit a proposal that enhances the objectives of New Jersey's Coastal Management Program. The merit of the proposal determines whether a grant is awarded.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: No specific dollar limits are mandated. However, most grants are $ 1 0,000 in order to distribute funds to a large number of applicants. At this time there are no funds available. The grant program was not funded this year. The grant amount from NOAA has not increased sufficiently for the last eleven years (1983-1994). Within this period, operating and salary costs to implement regulatory and planning functions have risen to consume most of the fixed grant amount; therefore, no discretionary funds are available for local grants.

UNDERGROUND STORAGE TANK IMPROVEMENT LOANS
To give financial assistance to small businesses that are replacing or upgrading their Underground Storage Tank (UST) Systems in order to comply with the Underground Storage of Hazardous Substance Act.
ELIGIBILITY: Small businesses which currently own an underground storage tank and are performing upgrades in order to comply with the Underground Storage of Hazardous Substance Act. The applicant must be a small business with a good credit history and show a degree of economic hardship.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Loans range from $5,000 to $100,000. Interest rates range from 2.5% to 6%. Loan terms are between five and ten years.

NATIONAL RECREATIONAL TRAILS PROGRAM
To provide financial assistance for developing and maintaining trails and trail facilities. Trails can be for non-motorized, multi use and motorized purposes.
ELIGIBILITY: Governmental and non-profit agency landowners. Application must be submitted. Land on which trail facility is to be funded must be public land or private land with a conservation easement for public recreational use.
OTHER INFORMATION / GRANT OR LOAN LIMITATIONS: Varies from year to year depending on funds available and total applications received. Maximum grant award is $10,000.
APPLICATION DEADLINE: May of each year that funding is available.
