MISSION STATEMENT

With a commitment to the highest standard of customer service, we will ensure the opportunity for employment at fair wages in a safe environment; enhance the quality of the State's labor force and labor market activities; stimulate economic growth; promote labor management harmony; and administer income support services to unemployed or disabled workers.

URBAN MISSION STATEMENT

To support redevelopment in urban areas through the allocation of employment and training resources in cooperation with local Workforce Investment Boards. This program benefits urban centers by linking employers, educators and government representatives in a network that provides localized job training to workers who would otherwise find it difficult to secure employment.

The Office of Customized Training within the Division of Business Services prioritizes the awarding of training grant dollars to eligible urban employers, to fund workforce training projects that can create new employment and retain existing business and jobs. Referral by One-Stop-Career Centers for job opportunities are available to unemployed urban workers.

  • Customized Training (CT)
    Provides matching training grants to employers to creation and retention of high skill, high wage jobs in New Jersey through comprehensive workforce training. This training plays a vital role in upgrading worker skills to assist New Jersey employers or businesses in remaining competitive in the new global economy.

  • Response Team
    Response Team is available to assist employers involved in a closing or permanent layoff. Rapid Response specialists work with company personnel to design workforce transitioning programs. Program services emphasize the reemployment assistance and community resources available to affected employees. Every closing and layoff is unique and services are designed according to company needs, schedules, and hours of operations. All Response Team services are free.

  • Employer HR Support Unit
    Provides free confidential assistance to employers who need to improve management practices and workplace policies for sound, legal and productive business operations and for retention and development of employees. Job analysis, reduction of turnover and absenteeism, employee handbooks, selection and hiring, and performance appraisal systems are areas for which services are frequently provided. Low-cost employer seminars on HR management topics are conducted throughout the year.

  • Youth Transitions to Work Program (YTTWP)
    Establishes new apprenticeship programs for high wage, high skill labor demand occupations, and links these programs with existing apprenticeship programs with secondary schools and institutions of higher education. Local consortia of businesses, business organizations, labor organizations, and educational institutions can apply for funding to implement such an initiative. YTTWP seeks to provide effective transitions for high school graduates into new and existing apprenticeship programs, thereby creating opportunities for life-long occupational relevant learning and career advancement.

  • Labor Exchange
    Workforce New Jersey Labor Exchange is the job finding infrastructure for the One-Stop service delivery system. It provides no fee service to individuals seeking employment and to employers seeking workers.

  • Work First
    The focus of services by the DOL for the Work First New Jersey (WFNJ) program is private sector employment via direct placement and job development services. The DOL has integrated its labor exchange services for WFNJ participants into the Workforce New Jersey One-Stop Career Center delivery system. A positive recruitment initiative was added to assist community based job search providers in providing DOL labor exchange services within their facilities.

  • Workforce Investment Act (WIA)
    The Work force Investment Act is a federally funded program that provides training and employment assistance, as well as supportive services to eligible individuals. Although vocational training is the primary purpose of WIA, training is available in a wide range of subject areas. State and local governments, together with the private sector have primary responsibility for development, management, and administration of the training programs under WIA.

  • Certification Alien Labor
    This unit processes applications for employers who wish to employ individuals from a foreign country. They attest to the fact that there is no available U.S. worker for the position and the employer is offering the prevailing wage for the position.

  • Job Order Listing
    This unit is the central order-taking unit for the Division. Employers wishing to place a job order with the Employment Service of the Department of Labor are to be directed to contact this number.

  • Work Opportunities Tax Credit (WOTC)
    This unit processes applications for TRA certification, which are filed by individuals who have lost their job because of foreign trade as determined by the federal government. They also process training applications and tuition payments for those individuals eligible for job training through this program
