Proposed movement from the competitive to noncompetitive class of service

The New Jersey Civil Service Commission (CSC) continues to evaluate titles that are appropriate for reallocation from the competitive to the noncompetitive class of service.  These actions will provide State and local agencies with the flexibility needed to meet their operational and staffing needs in a timely manner.

Please be advised the CSC plans to reallocate the local title, Fire Prevention Specialist (06356) from the competitive to the noncompetitive class of service based on the criteria defined in N.J.A.C. 4A:3-1.2(c)1, which states:

(c) A job title may be placed in the noncompetitive division on an ongoing or interim basis when it is determined by the Civil Service Commission that it is appropriate to make permanent appointments to the title and one or more of the following criteria are met.

  1. Competitive testing is not practicable due to the nature of the knowledge, skills and abilities associated with the job.

 

All candidates for Fire Prevention Specialist positions are required to possess a valid Fire Inspector Certification issued by the N.J. Department of Community Affairs; there is no college degree or prior experience required for appointment to the title.  Possession of the valid certification demonstrates that the candidate has the requisite knowledge, skills and abilities to perform the duties of the position and has successfully met the requirements necessary to qualify for the title; thus, testing for this title is not practicable. The appointing authority will be responsible for verifying the appointee’s certification status.
