Development Provides 57 Apartments, Including 5 for Homeless

WOODBRIDGE TOWNSHIP – Dalina Manor, an affordable apartment complex for seniors, celebrated its grand opening on Wednesday. The newly constructed, three-story building provides 57 housing units, with five set aside for homeless residents.

Located in the Hopelawn section of the Township on James Street, the new building is at the site of VFW Post 1352, which will have a new home inside Dalina Manor. The $11.7 million project was financed in part with $2.7 million from the New Jersey Housing and Mortgage Finance Agency’s (NJHMFA) Multifamily Conduit Bond Program and with 9 percent federal Low Income Housing Tax Credits.

“We are very proud to have been part of this new community, which is of great help to seniors living on fixed incomes by allowing them to maintain their independence,” said NJHMFA Executive Director Anthony L. Marchetta. “In addition to homes for our senior residents, Dalina Manor also provides needed supportive housing for homeless individuals and families to help get them back on their feet.”

Rents for one-bedroom apartments range from $329 to $999; two-bedroom units range from $1,070 to $1,199. Dalina Manor has a lounge, outdoor seating areas, a fitness center, off-street parking, and on-site management offices. The community is close to local shopping, schools, dining, and entertainment, as well as public transit stops and major highways. Dalina Manor is named for late Middlesex County Freeholder and Woodbridge council member Stephen J. “Pete” Dalina, who passed away in 2013.

“Today’s grand opening and ribbon-cutting represents another milestone toward achieving our goal of ensuring that all of our senior residents have access to quality, affordable residential options,” Woodbridge Township Mayor John E. McCormac said. “As we celebrate the opening of Dalina Manor, we are pleased to announce that no taxpayer or municipal dollars were invested, as the entire project was funded through government grants, programs and private investment between the New Jersey Housing and Mortgage Finance Agency, BCM Affordable Housing, Ingerman, the Woodbridge Redevelopment Agency and the Woodbridge Affordable Housing Corporation.”

The new apartments are tailored for seniors, and are equipped with accessibility features like grab bars. Also, support services for residents will be available on site. Dalina Manor was developed by Ingerman Development Company of Collingswood, NJ.

NJHMFA estimates that the project generated more than $18.5 million in one-time economic output, defined as the total value of industry production, such as sales and business revenues. During construction, the project supported approximately 111 direct and indirect full-time equivalent jobs, and generated more than $678,000 in state and local taxes. Now complete, the project will continue to add value to the community by providing more than $2 million in ongoing economic output, about 11 direct and indirect full-time equivalent jobs, and approximately $117,000 in state and local taxes annually.

Economic Impact Analysis figures were estimated using multipliers derived from a study entitled “Economic and Fiscal Impacts of the New Jersey Housing and Mortgage Finance Agency’s Investment in Affordable Housing,” conducted by HR&A Advisors, Inc., a real estate and economic development consulting firm.
