Goal of Program Is to Ensure Senior City Managers Are Trained to Perform Their Jobs at a High Level

ATLANTIC CITY, NJ – The City of Atlantic City and New Jersey Department of Community Affairs (DCA) announced that Certified Public Manager training began today for supervisor-level city employees in an effort to strengthen work performance and better serve the residents of Atlantic City. Twenty city supervisors in such departments as City Clerk, Human Resources, Information Technology, Licensing and Inspection, Municipal Court, Planning and Development, Public Safety, and Public Works are voluntarily taking the course.

City supervisors enrolled in the program will attend public management classes one day a week between now and February 2020, with a two month break in July and August factored in so they can manage the increased work demands during the city’s peak summer season. The City granted approval for supervisors to participate in the training and is paying for the instruction. 

“The residents of Atlantic City deserve a municipal government that functions wells, meets the needs of the community, and treats people with dignity and respect,” said Lt. Governor Sheila Y. Oliver, who serves as DCA Commissioner. “The Certified Public Manager training that city supervisors began today will help further all of these important objectives.”

The nationally accredited State of New Jersey Certified Public Manager (CPM) Program is administered by the New Jersey Civil Service Commission and delivered by Rutgers University-Newark’s School of Public Affairs and Administration. The program will cover such areas as quantitative techniques, communication, problem solving and decision making, strategic thinking, analytical thinking, administrative law, budgetary process, management information systems, personal and organizational integrity, managing work, leading people, developing self, systemic integration, and change leadership.

“I am happy to see that the CPM Program is off to a great start with many City of Atlantic City employees in attendance. My administration has been very happy with the State’s support of our efforts to provide resources for City employees,” said Mayor Frank M. Gilliam, Jr. “We will always welcome additional training or educational opportunities for personnel because we think our employees are worth investing in.”

“This is a great step for our dedicated employees and I applaud them in wanting to improve themselves personally and professionally. It is also another step that is being executed in Jim Johnson’s report to return the city government back to self-governance,” said City Council President Marty Small, Sr. “It’s our goal to have our employees become the most knowledgeable and well-versed on the latest trends nationwide that are conducive to good government.”

The Atlantic City Transition Report, which was written by a review team led by Jim Johnson, special counsel in the Governor’s Counsel’s Office, and issued last fall to provide a framework for returning Atlantic City to local control, recommended that the State and City support enrolling city senior managers in a training program specifically designed for municipal managers.

The Certified Public Manager program is the latest training for City of Atlantic City employees. Last month, nearly all of the city’s approximately 900 employees completed mandatory local government ethics training that covered the local government ethics law in New Jersey, the local government ethics administrative code, the criminal code related to government ethics, financial disclosure statements, and real-life examples.

The City and State plan to conduct additional training for city employees in an effort to continue building the capacity of city government.
