DCA Announces More Than $35 Million in Affordable Housing Trust Fund Investments for Rental and Homeownership Projects

Nearly 230 New Affordable Units to Be Created in 23 Communities across New Jersey

TRENTON, NJ The New Jersey Department of Community Affairs (DCA) today announced the award of more than $35 million from the State’s Affordable Housing Trust Fund (AHTF) in fiscal year 2026 for 23 projects across New Jersey that create affordable homeownership and rental opportunities for New Jersey families. An additional $10 million was awarded for Habitat for Humanity projects.

The Murphy Administration has invested more than $260 million in state and federal housing trust funds for the creation of nearly 1,400 affordable homes statewide. This includes New Jersey’s $167,073,373 AHTF contribution.

“These FY 2026 awards reflect our ongoing commitment to expanding and preserving affordable housing across New Jersey,” said DCA Commissioner Jacquelyn A. Suárez. “By investing in these projects, we are helping municipalities create lasting, high-quality homes that meet the needs of today’s residents and future generations. Together, we’re strengthening neighborhoods, supporting local economies, and ensuring that people of all incomes can build their future right here in the Garden State.”

The projects selected for AHTF awards demonstrated strong municipal support, participation in other state-funded community development initiatives, partnerships with private sector investors, sustainability/resilience, walkability, mixed-use, accessibility, and thoughtfulness in addressing gentrification.

AHTF awards are largely given to smaller rental and homeownership housing projects sized at 25 or fewer units, which often have difficulty obtaining financing. The projects are also being developed by community-based organizations that have a strong connection to the housing equity issues in their communities. All housing units receiving AHTF funding must be deed-restricted for a minimum of 20 years.

“DCA brings great expertise and practical tools to help communities broaden housing opportunities for both current and future residents,” said DCA Assistant Commissioner and Division of Housing and Community Resources Director Janel Winter. “We’re proud to support these 23 projects with the financial resources they need to move forward, making it possible for more people to put down roots and remain in the communities they know and love.”

The AHTF dollars are allocated through three funds:

  • Municipal Settlement Fund (MSF), which helps municipalities create smaller-scale projects that fit into the landscapes of their neighborhoods and assists them in fulfilling their court-sanctioned affordable housing settlements;
  • Neighborhood Partnership Fund (NPF), which supports the development of affordable housing in Qualified Urban Aid Towns, particularly projects that leverage other existing resources to strengthen their neighborhoods; and
  • Innovation Fund, which assists inventive projects that may not fit under the umbrella of the other two funds but that creatively advance the State of New Jersey’s housing goals.

The AHTF funding awards can help municipalities meet their responsibilities under the State Constitution to provide their fair share of affordable housing for low- and moderate-income families. On October 18, 2024, DCA released calculations to assist municipalities in planning for affordable housing development over the next decade. While the calculations are nonbinding, they provide well-founded guidance for municipalities to use as they work to create lifecycle housing – options like townhouses, duplexes, and multi-family units that bridge the gap between single-family homes and large apartment complexes – for residents at all life stages and income levels from young professionals to seniors and caregivers.

The Division of Housing and Community Resources is committed to strengthening neighborhoods through the delivery of affordable housing and supportive services and to providing financial and technical assistance to municipalities, community action agencies, and other nonprofit organizations for community and economic development projects that improve the quality of life for residents, especially those who are vulnerable and disadvantaged. 

DCA offers a wide range of programs and services, including energy assistance, housing vouchers, affordable housing production, fire and building safety, community planning and development, local government management and finance, and disaster recovery and mitigation.
