The opportunity requires an executed Memorandum of Understanding (MOU) that includes the Public Child Welfare Agency (PCWA) or DCF.

As part of the MOU DCF, as the PCWA, will:

  1. Establish and implement a system to identify FUP-eligible families and FUP-eligible youth within the agency’s caseload and to review referrals from the Public Housing Authority (PHA) and Continuum of Care (CoC);
  2. Work with the CoC to integrate into the coordinated entry process the identification, prioritization, and referral of FUP-eligible youth not currently within the PCWA’s caseload;
  3. Provide written certification to the PHA that a family or youth is FUP eligible;
  4. Provide or secure a commitment for the provision of required supportive services; (Note, DCF will work closely with the CoC, PHA and community-based Provider Partners to secure supportive services for FUP eligible youth beyond the age of 21 years old. The applicant should strongly consider the required partnerships to support this commitment).
  5. Train PHA and CoC staff on the work of the PCWA as it relates to FUP-eligible youth and families; and
  6. Conduct regular meetings (at least quarterly) with the PHA and CoC.

Note, the MOU execution date must be between the date the NOFO was published and the application deadline (i.e., between April 25, 2023, and May 25, 2023). This is an application threshold requirement and no exceptions or extensions to this requirement are allowed. Grants are due May 25, 2023.

DCF is requesting that PHAs interested in partnering submit a draft MOU/Letter to dcfaskrfp@dcf.nj.gov by May 10, 2023.

 

DCF may, in its discretion, determine it cannot partner with some or all partnership requests from PHAs.

NOTICE OF UPCOMING FUNDING OPPORTUNITY 

The Department of Children and Families (DCF) intends to release a Request for Proposals (RFP) to establish the provider network for the first phase of New Jersey's statewide newborn home visiting program. The RFP is anticipated to be released in April 2023 and will seek providers who: 

  • Will maintain a team of Registered Nurses, along with supervisory and support staff, to provide home visits to birth, adoptive and resource families with newborns in the identified catchment area with cultural and linguistic competence,  
  • Will comply with requirements of the Family Connects International (FCI) evidence-based model, including, but not limited to: training, maintenance of certification, data collection and reporting, participation in community alignment activities and participation in performance monitoring and continuous quality improvement activities, and 
  • Will accept Medicaid, in addition to commercial insurance as forms of payment. 

DCF intends to release a second, subsequent RFP to establish the provider network for a second phase of implementation.
