Manufacturer Registration for New Jersey's Recycled Content Law

On January 18th, 2022, Governor Murphy signed P.L. 2021, c. 391 [N.J.S.A. 13:1E-99.135-157], "an Act concerning the use of postconsumer recycled content in certain containers and packaging products". The Law is intended to stimulate recycling markets by requiring manufacturers to meet minimum recycled content standards for covered products sold or offered for sale in New Jersey. Manufacturers of covered products are required to register with the New Jersey Department of Environmental Protection (NJDEP) by July 18, 2022 and annually thereafter. Manufacturers are also required to pay a $1,000 registration fee to be billed after the registration is received by the NJDEP. Exceptions to the registration fee or annual registration requirement are detailed in the Registration Instructions Document.

Registration for 2022 has closed. 2023 registration will be available in the Spring with instructions forthcoming as well. The department is unable to accept new registrations until the 2023 registration process is complete. An announcement will be made once 2023 registration is available.

Please contact the NJDEP - Division of Sustainable Waste Management with any questions at 609-984-4250 or recycledcontent@dep.nj.gov.
