The 2024 Certificate of Public Convenience and Necessity (CPCN) Annual Utility for Solid Waste Collectors/Transporters and Brokers and for Solid Waste Disposal Utilities is now available.

This report is due by June 2, 2025.

Please be advised that the 2024 CPCN Annual Utility Report uses the same fillable PDF format as last year. For those of you who are new to the industry, this report must be filled out and completed in Adobe Acrobat Reader (Version XI or higher). Instructions and an FAQ document are posted on this web page to help guide you through the report. We encourage you to utilize both documents to assist you in completing the report.

Electronic signatures and notarization are required in the same manner as last year as the Department will NOT accept any paper or scanned copies of the CPCN Annual Utility Report.

The CPCN Annual Utility Report must be completed, then signed and notarized electronically.

Upon completion, the report must then be sent via e-mail to swutility@dep.nj.gov.

You may send a paper check to the Department of Treasury at the address provided below; OR make a payment via credit card using DEP Online (https://www.nj.gov/dep/online under the “Pay a Paper Invoice” link). Please note that there is a convenience charge for utilizing the online payment system (2.0% of total fee + $.50).
