Scope of Eligibility: Open to permanent DEP employees in a competitive title, who meet the requirements below.

Description: Under the direction of a higher level official in the Department of Environmental Protection, plans, coordinates and directs the work programs, activities and staff of a division and/or major element performing complex engineering, administrative/management, fiscal, environmental, or scientific activities relative to the areas of environmental management; provides executive guidance and direction, and establishes and recommends policies impacting the operations of the division; does related work as required.

Specific to the Position: Duties include the responsibility to issue formal enforcement actions, assist with development of enforcement and cost recovery strategy, negotiate and execute settlement agreements with persons responsible for conducting remediation.

This Assistant Director should have working knowledge of the Spill Compensation and Control Act, Site Remediation Reform Act, Underground Storage Tank Act, Brownfield and Contaminated Site Remediation Act, and Water Pollution Control Act, as well as implementing regulations, including the Administrative Requirements for the Remediation of Contaminated Sites, Technical Requirements for Site Remediation, Underground Storage Tank Rules, and Industrial Site Recovery Act rules. The incumbent will provide direction to staff on these statutes and regulations, recommend and implement program development initiatives with close coordination both within EISE, SRWMP, and with the Office of Attorney General - Division of Law. Will attend frequent meetings with Department staff and management, the Attorney General's Office, and the regulated community on a broad range of issues involving Site Remediation compliance and enforcement.

Requirements

Education: Graduation from an accredited college or university with a Bachelor's degree in one of the biological, chemical, environmental, or physical sciences or engineering. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

Experience: Six (6) years of experience in the scientific/technical or engineering aspects of environmentally related activities, four (4) years of which shall have been in program management. NOTE: A Master's degree in a discipline appropriate to the position may be substituted for one (1) year of non-managerial experience as indicated. A Doctorate degree in a discipline appropriate to the position may be substituted for two (2) years of non-managerial experience as indicated. (This is inclusive of the Master's degree and not in addition to.) A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency: All persons newly hired on or after September 1, 2011 have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the "New Jersey First Act".

Authorization to Work: Selected candidates must be authorized to work in the United States per the Department of Homeland Security, United States Citizenship and Immigration Services regulations. Note: The State of New Jersey does not provide sponsorship for citizenship to the United States.
