Scope of Eligibility: Open to permanent employees in a competitive title in the Division of Fish and Wildlife, who meet the requirements below.

Description: Under the limited supervision of a Principal Biologist, Fisheries or other supervisory official in the Department of Environmental Protection, takes the lead in performing the more complex/difficult work relating to biological research and data analysis, environmental impact reviews, and the development of marine and freshwater fisheries management programs; does other related duties as required.

Specific to the Position: These positions will work under the direction of a Principal Biologist or other supervisory official within the Division of Fish and Wildlife to oversee one of the two major programs areas within the Bureau of Shellfisheries' Delaware Bay Office.
These two positions are as follows: principal investigator for the Delaware Bay region's shellfish aquaculture leasing program and hydrographic mapping programs, and principal investigator for the Delaware Bay direct market harvest program, environmental review and field operations programs. Both positions play an important role in collecting bathymetric data; postprocessing, data entry, and report preparation; work also includes collection of samples in cooperation with Rutgers University, post processing and data entry, and report preparation; participates as vessel operator or crew member in surveys and data collection programs; performs data analyses and prepares summary reports; represents the state at various intra or inter- agency meetings; provides technical support to NJ Shellfisheries Council; liaison to stakeholders and interested parties through outreach, public hearings, etc.

Preferred Skill Set: Marine Science degree preferred; strong on-water boat operation experience; familiarity with NJ's common marine fish/shellfish species; commercial shellfisheries and marine aquaculture; experience with and maintenance of sampling gear; ability to lead crews in proper sampling methods; ability to represent Bureau at various meetings; ability to provide technical support to the NJ Shellfisheries Council; ability to serve as liaison to stakeholders & interested parties at outreach, public hearings, etc.

Requirements

Education: Graduation from an accredited college or university with a Bachelor’s degree in one of the Biological Sciences, Natural Resource Management, or Environmental Science with a major concentration in Fisheries Science and/or Wildlife Science. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.

Experience: Two (2) years of experience in fisheries biology, fisheries management, fisheries husbandry, fisheries research, and/or the development of fisheries management programs. NOTE: A Master's degree in Fisheries Management or a related field may be substituted for one (1) year of experience.

License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency: All persons newly hired on or after September 1, 2011 have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the "New Jersey First Act".

Authorization to Work: Selected candidates must be authorized to work in the United States per the Department of Homeland Security, United States Citizenship and Immigration Services regulations. Note: The State of New Jersey does not provide sponsorship for citizenship to the United States.
