Abstract:: Note: This dataset is updated daily. The Known Contaminated Sites List (KCSNJ) for New Jersey are those sites and properties within the state where contamination of soil or ground water has been confirmed at levels equal to or greater than applicable standards. This list of Known Contaminated Sites may include sites where remediation is either currently under way, required but not yet initiated or has been completed and addressed via an Institutional Control. The KCSLNJ layer has now been modified such that the information portrayed in the GIS layer is updated on a daily basis through a SQL query of NJEMS/Masterfile. Generating the KCSL GIS layer on a daily basis via an SQL query allows for a dynamic KCSL layer. This is critical for the general public and SRP regulated community by allowing them to see the most up to date information for a known contaminated site in a GIS format via NJ Geoweb. A "live" KSCNJ report can also be viewed via Data Miner at: 1) Go to https://www13.state.nj.us/DataMiner 2) Select Search by Category 3) Select Site Remediation then Submit 4) Under General, select The Known and Suspected Sites by County for a listing of Known Contaminated Sites by County. Information concerning individual contaminated sites can be viewed via other dataminer reports based on the Site ID or the SRP Preferred Interest # for the SRP case associated with that site. A small number of sites in the KCSL have no X/Y coordinates as of this date and therefore are not included in the GIS version. Also excluded from the KCSL GIS layer are linear construction projects (due to the inability to properly represent the location of these projects with a single coordinate) and sites without confirmed contamination. Both linear construction projects and sites lacking locational coordinates do appear in the tabular dataminer reports. Coordinates for the GIS version of the KSCL were largely "front door" locations acquired via "address matching" which is an approximation of the facility front door. Many of these locations were also gathered by the Department using GPS equipment and although these tend to be much more accurate, mistakes are sometimes made. Current protocol for assigning site locations defer to the center of the site or center of facility for the coordinates representing the site location. Since errors can occur, users are encouraged to notify the NJDEP/Site Remediation Waste Management Program/Bureau of Information Systems of any inaccuracies in the KCSNJ through email to srpgis@dep.nj.gov. For guidance on how to report errors see the 'Supplemental Information' section below.
Purpose:: The Known Contaminated Sites List for New Jersey GIS layer is a GIS representation of the Known Contaminated Sites in New Jersey report. The Known Contaminated Sites in New Jersey report is produced by NJDEP in response to N.J.S.A. 58:10-23.16-17 that requires preparation of a list of sites affected by hazardous substances. It also satisfies the Site Remediation Program's obligations under the New Jersey New Residential Construction Off-Site Conditions Disclosure Act (N.J.S.A 46:3C1 et seq.).
Supplemental_Information:: I. Overview: Sites included in the KCSL report can undergo a wide variety of remedial activities, ranging from relatively simple "cut and scrape" cleanups to highly complex multi media cleanups. The sites with complex contamination issues can have several sources of contamination, which can impact both soil and groundwater and additional media. II. How to Use The KCSL Report and KCSL GIS layer and Report Inaccuracies: The Known Contaminated Sites in New Jersey report and associated GIS layer should not be used as a sole source of information when conducting a due diligence investigation into whether or not a particular property is contaminated. The fact that a site of interest is not listed in this report or in the GIS layer does not constitute a due diligence search on behalf of a prospective purchaser. To view further information on a site, DEP Data Miner is available at this address: https://www13.state.nj.us/DataMiner/ On this page, choose Search by Site. Next choose the ID tab and under search criteria choose "Site Remediation" in the program dropdown and enter the PI_Number (SRP Preferred Interest #) as described in the KSC attribute table from the gis layer. This search will lead you to several other reports specific to the site including a "SRP Site Detail" report. If a thorough file review is necessary, please follow the directions listed on the Open Public Records Act (OPRA) web site located at this address: https://www.nj.gov/dep/opra/. An individual requesting changes to any information in the KCSNJ report can submit these changes via the "KCSNJ Data Corrections Request Form for Individuals" located at this address: https://www.nj.gov/dep/srp/kcsnj/correctionsform1.htm This form may be used to provide more accurate information about the location of the site, additional names by which the site may be known, or any other pertinent information that the requester would like to provide to SRWMP. The Bureau of Case Assignment and Initial Notice (BCAIN) will evaluate the information and will make appropriate modifications. Site coordinates must be expressed in NAD 83 NJ State plane feet. If assistance is needed in obtaining the proper coordinates for a site, tools are available online on NJ-GeoWeb at this address: https://www.nj.gov/dep/gis/geowebsplash.htm. Once NJ-GeoWeb has been launched the coordinates can be obtained with the "View Coordinates" tool (symbolized as a push pin) located by drilling first through the "Advanced Tools" then the "Measure" menus.

Attribute_Accuracy_Report:: A database report is run on the NJDEP New Jersey Environmental Management System (NJEMS) resulting in a dataset listing all of the known contaminates sites within the state. Sites without coordinates were not included. Field names were cleaned up to remove spaces and standardize spelling. Note that the Known Contaminated Site List is a work in progress and the information contained within will be updated. The department will endeavor to include these updates in future reports. No other tests were run for attribute accuracy verification.

NJEMS SITES are points representing sites regulated by NJDEP under one or more regulatory permitting or enforcement programs, or sites that are otherwise of some interest to a NJDEP program. The NJDEP New Jersey Environmental Management System (NJEMS) serves as the database that supplies coordinates and descriptive attributes from several tables used to generate this GIS layer. This layer is produced primarily for the NJDEP ArcIMS interactive mapping web application and ArcGIS (ArcView, ArcInfo) users. Program interests included in NJEMS are: Air, Communications Center, Discharge Prevention, Exams and Licensing, Fish Game and Wildlife, Green Acres, Hazardous Waste, Lab Certification, Land Use, Landscape Irrigation, Parks and Forestry, Pesticides, Pinelands, Planning, Radiation, Right-to-Know, Site Remediation, Soil Conservation, Solid Waste, TCPA, Water Quality, Water Supply, and Watershed Management. The locations derived using GPS represent main entrance or front door locations for the sites. Users should note that not every site in NJEMS presently (as of September 2004) has an established coordinate (GPS or otherwise). NJDEP is continually working to acquire these with GPS, location data submitted to permitting programs, and through address matching techniques.
