Description:

Abstract:: UST Facilities are points representing NJEMS sites with Underground Storage Tanks regulated by NJDEP. This information represents UST facilities that are regulated under N.J.A.C. 7:14B. The layer includes UST registration and inspection information. The NJDEP New Jersey Environmental Management System (NJEMS) serves as the database that supplies coordinates and descriptive attributes from several tables to generate this GIS layer. This layer is produced primarily for the NJDEP i-MapNJ ArcIMS and NJ-GeoWeb interactive mapping web application and ArcGIS (ArcView, ArcInfo) users.
The locations in the layer represent main entrance or front door locations for the UST facilities. The majority (approximately 80%) of the UST facilities locations were captured using differential GPS. Users should note that not every site in NJEMS presently (as of February 2009) has an established coordinate (GPS or otherwise). This means that additional UST facilities may exist, but are not mapped. NJDEP is continually working to acquire the locations of these with GPS, location data submitted to permitting programs, and through address matching techniques.
Purpose:: This data layer was designed to assist NJDEP Site Remediation and Enforcement programs in their efforts to manage UST facility registrations and inspections through the use of desktop GIS (ArcView, ArcInfo) and web-based applications (NJ-GeoWeb). The layer enables users to view the locations of UST facilities in relation to each other, and in relation to other features in other GIS data layers.
Supplemental_Information:: The UST facility locations were determined in a number of ways. Approximately 80% were captured using code-based differential GPS with a typical accuracy of 1-5 meters. The vast majority of the GPS data collected was done with the Trimble Navigation Pathfinder series (Basic Plus, Pro, Pro XL, and Pro XR) and was processed using Trimble Navigation PFINDER and Pathfinder Office software. Approximately 14% of the locations were address matched against TIGER2000 roads and a streets layer developed by GDT. The remaining 6% were determined using digital orthophotos, data from legacy NJDEP databases, hardcopy maps, or are of unknown origin.
The coordinate and attribute data was culled from several NJEMS tables to make the SDE feature class. The UST registration data and inspection data were processed separately and then combined into a single table in Oracle. The SDE featureclass was generated from this source. The same UST site can be represented more than once in the layer if there is both a registration record and inspection record.

Attribute_Accuracy_Report:: Attribute data associated with the UST facility locations comes directly from NJDEP's NJEMS database.

Logical_Consistency_Report:

Coordinates from NJEMS sites were generated and the state municipality and zip code layers were used as overlays to check that there was consistency between the county, municipality, and ZIP code values for the NJEMS sites. Where discrepancies turned up, these sites were investigated and either fixed or discarded. Most of the location in error came from submittal documents and program databases.

Completeness_Report:

There are site records within NJEMS database that do not have location coordinates derived from GPS, address-matching, or other technique. As of June 24, 2009, there were 32,426 UST registration site records in NJEMS. Of those, 30,569 (94%) were able to be related to coordinates in the database. On that same date there were 9,047 conducted inspection site records of which 8,691 (96%) could be related to coordinates. It is NJDEP's goal to ultimately have quality coordinates for all sites.

Horizontal_Positional_Accuracy_Report:: The horizontal accuracy of the GPS derived facility locations is typically 1-5 meters. This was verified using digital orthophotography. The horizontal accuracy of the locations derived from 1995-97 and 2002 orthophoto images is typically within 20 feet. The horizontal accuracy of the address-matched locations is probably within 1,000 feet. The address-match accuracy is very much dependent on the GDT and TIGER2000 roads GIS layers. The spatial accuracy of the road arcs, as well as the address coding ranges associated with each road arc are key factors in accuracy of the points matched to the arcs.

Site location coordinates and attribute information were supplied from several NJEMS tables. The following tables were used: CORE_PI, DSK_CENTRAL_FILE, DSKMTB_DOC_STATUS, CORE_SITE_PI_XREF, CMTB_COUNTY_MUNICIPALITY_XREF, CMTB_COUNTY, CMTB_COORD_SOURCE_TYPE, CORE_ADDR, CMTB_COORD_SYSTEM, CMTB_COORD_SOURCE_ORG, CORE_SITE, UST_PROFILE, DSKMTB_DOC_TYPE_SPEC, DSKMTB_ACTIVITY_TYPE
Two Oracle views, one for registrations and one for inspections were generated. An Oracle procedure (PROC_BUILD_UST_TABLE) was developed to generate the final source table. This procedure first generated Oracle table versions of the two views, then removed some unnecessary duplicate records in each table, then combined the two tables into a single table to be used as the source for a GIS featureclass.

Process_Step:

Process_Description:: Data is updated on a continuous basis. GPS coordinate locations for NJEMS sites were collected beginning in 1993. The GPS data was processed (including differential correction) and the resulting site coordinates were passed on to NJDEP DOIT staff who loaded the coordinates into the NJEMS Site Masterfile database. NJDEP permitting staff also entered coordinate data for sites without already existing GPS coordinate values. Address-matched coordinates were generated for sites without coordinates in July and September 2004, using TIGER and GDT roads. The default matching options were selected, including spelling sensitivity: 80, minimum candidate score: 10, minimum match score: 60.
After the UST source data table (NJEMSSITESUST_TAB3) was generated using the Oracle procedure, the table was used in a Modelbuilder model using ArcGIS 9.1. The model was comprised of the following steps: 1) Make an XY Event Layer from source table 2) Save the Event Layer to a Layer File 3) Copy Features from the Layer File to a featureclass 4) Add an Attribute Index to the featureclass for PI_ID field 5) Change Privileges - grant select rights to DEPDATA user

All available NJDEP public GIS data can be downloaded for free. Some data shown in NJGeoWeb application may not yet be available for download due to various data or distribution issues. Please email gisnet@dep.nj.gov with any data distribution questions.

Custom_Order_Process:

The NJDEP may distribute GIS data in a variety of formats, such as the ESRI shapefile and/or various versions of the file geodatabase format. The data also may be available for viewing on various profiles of the NJ GeoWeb online mapping application.
Note: Some older NJDEP data may not contain .prj files due to distribution procedures at that time. If download does not contain a .prj, please download from:
