Abstract:

The data is made up of polygons representing the Pinelands Management Area Boundaries in Southern New Jersey. Created manually by interpreting a textual document which described the boundary lines and drafting this information onto mylar using USGS photo quads as a base. In 1994 the data was digitized and converted to New Jersey State Plane NAD 83 Feet. The current geometry is not static and is prone to change.

Purpose:

The New Jersey Pinelands Management Areas divides the Pinelands area (state and federal) into sub-areas. Each area having different regulations with regard to development density and permitted uses, providing the foundation for municipal zoning. The data represents the official boundaries as outlined in the New Jersey Pinelands Comprehensive Management Plan(CMP). The CMP was created in accordance with the "Pinelands Protection Act" legislation. (P.L. 1979, Chapter 111, approved June 28, 1979). For more information on Pinelands Management Areas see section 7:50-5.13 in the New Jersey Pinelands Comprehensive Management Plan.

The data is prone to change. Management areas are very similar to municipal zoning and can change with regard to extent and location. Remember to check Time Period section of metadata for currentness of data.

The data was first created in 1986 on 4.0 mil mylar at a scale of 1:24,000. In 1994 using a Sun Sparc Station 10, a Calcomp (95482) digitizing tablet, and Arc Info version 6.1 the data was digitized (RMS <= 3) and projected into NJSP Feet NAD 83. The data was quality checked by using check plots over existing photo quads. Minor changes were made in 1998 so that the coverage was aligned with DEP's State Municipalities coverage.

Completeness_Report:

Complete. However, when the data was digitized, base data such as, road centerlines and parcel data were not available to use for reference. As better base data are created or acquired by NJPC the management boundaries are corrected in order to increase the accuracy of the Pineland Management Area Boundaries.

Process_Description:

Line work was originally traced onto 1:24000 mylar (4.0) photo quads in 1985 using technical pens resulting in line work on 50 quads. Line locations were based on the New Jersey Pinelands Protection Act, 1979. In 1994 the inked mylar management boundaries were digitized using Environmental Research Systems Institutes ARC INFO 6.1, a Calcomp digitizer, a UNIX operating system on a Sun Microsystems Sparc 10. The resulting digitized data was projected in New Jersey State Plane Feet NAD 83. Dangle and Fuzzy tolerance was set at .1 when building for topology. This data set was then quality checked by comparison to original source data using check plots and the naked eye. The data set presently resides as an SDE layer on a Windows 2000 server running Oracle 9i.
