In 1976, the Governor designated three more WQM planning Agencies: Atlantic County Freeholders for Atlantic County; Cape May Freeholders for Cape May County; and Sussex County Freeholders for Sussex County. Also in 1976, since the remaining county governments declined to participate so the Governor designated NJDEP to prepare the areawide plans for the remaining areas: Northeast, Monmouth County, Upper Delaware, Lower Delaware and Upper Raritan.
In 1980, all twelve WQM Plans were adopted in whole or in part and the Governor designated Mercer County Freeholders to replace DVRPC as the designated planning agency for Mercer County.
In 1997, the Governor designated the Monmouth County Freeholders to replace NJDEP as the designated planning agency for Monmouth County.
