Abstract:
Centers and cores encompass areas of compact, mixed-use development and include adjacent areas for imminent growth where there are no significant environmental features. Nodes are concentrations of single – use facilities and activities. Centers, cores and nodes are one component of regulations adopted by the NJDEP, pursuant to CAFRA. The impervious cover limits and vegetative cover percentages for proposed developments requiring a CAFRA permit are determined by the location of proposed development within a Coastal Planning Area, CAFRA center, CAFRA core, CAFRA node, mainland coastal center or non-mainland coastal center. N.J.A.C. 7:7 Coastal Zone Management Rules sets forth the impervious cover limits and vegetative cover requirements for a site in the CAFRA area. There are five types of centers: urban centers, regional centers, towns, villages and hamlets. Each has associated with it a corresponding, pre-determined impervious cover limit and vegetative cover requirement. This layer is amended to June 2023.
Purpose:
This data layer is a depiction of the boundaries of CAFRA centers, CAFRA cores, CAFRA nodes, mainland coastal centers, and non-mainland coastal centers used in CAFRA permitting by the NJDEP. CAFRA centers, cores and nodes are those centers, cores and nodes, respectively, that have been adopted by the State Planning Commission and reviewed and accepted by the Department for the purposes of CAFRA. The Department delineated mainland and non-mainland coastal centers, based in part on centers identified in the 1992 State Development and Redevelopment Plan, where the State Planning Commission had not yet designated centers. Delineations were digitized over 1991 orthophotography at a minimum scale of 1:12,000. 1995 orthophotography was used to spot check ground conditions. The NJ Office of Planning Advocacy GIS layers were utilized for this update for CAFRA Centers, Nodes & Cores including: Cores and Nodes Boundaries of NJ State Development and Redevelopment Plan New Jersey (Update 9/6/2023) and Designated Center of NJ State Development and Redevelopment Plan (Update 12/4/2023). For the Coastal Non – Mainland Centers, 2020 Landuse Landcover Water Type was removed and center boundaries were adjusted to 2020 Municipalities Layer.

The mainland coastal center boundaries are an approximation of the official verbal description identified at N.J.A.C. 7:7, Appendix J and have not been clipped by Permit Extension Act Environmentally sensitive areas. The non-mainland coastal center boundaries are an approximation of the official verbal description found at N.J.A.C. 7:7 Appendix H. Protocol for mapping mainland and non-mainland coastal center boundaries: The Department defined mainland and non-mainland coastal center boundaries through the use of readily identifiable natural and cultural features. Digitizing was preformed utilizing the 1995 ortho-photography. For the non-mainland coastal centers, the boundaries are largely coincident with municipal boundaries. Non-mainland coastal centers were updated by edge matching to NJDEP municipal boundaries by a snap function.

All available NJDEP public GIS data can be downloaded for free. Some data shown in NJGeoWeb application may not yet be available for download due to various data or distribution issues. Please email gisnet@dep.nj.gov with any data distribution questions.
Custom_Order_Process:
The NJDEP may distribute GIS data in a variety of formats, such as the ESRI shapefile and/or various versions of the file geodatabase format. The data also may be available for viewing on various profiles of the NJ GeoWeb online mapping application.
Note: Some older NJDEP data may not contain .prj files due to distribution procedures at that time. If download does not contain a .prj, please download from:
