Abstract:
The polygons represent selected features from the New Jersey State Farmland Preservation Program (NJSFPP) that are available for public distribution. Included in this dataset are all farms that have been preserved in the NJSFPP; and farms that have received final approval for funding to the NJSFPP. The NJFPP shape file has a relational database containing attributes for the various aspects of the Program. The New Jersey Department of Agriculture (NJDA), State Agriculture Development Committee (SADC), administers the NJSFPP. The NJFPP dataset represents the status of the Program from January 23, 1983, inception of the program, through the current publication date. DISCLAIMER Any use of this product with respect to accuracy and precision shall be the sole responsibility of the user. The configuration and geo-referenced location of parcel polygons in this data layer are approximate and were developed primarily for planning purposes. The geodetic accuracy and precision of the GIS data contained in this file and map shall not be, nor are intended to be, relied upon in matters requiring delineation and location of true ground horizontal and/or vertical controls as would be obtained by an actual ground survey conducted by a licensed Professional Land Surveyor.
Purpose:
The NJFARMS GIS dataset was initially developed for several purposes. 1) Replace the existing manual maps and mapping techniques with electronically generated maps and methods. 2) Create a geospatial inventory of farms participating or that had participated in the NJSFPP. 3) Introduce geospatial analysis processes into the program. 4) Enable the NJSFPP to interact and collaborate in a GIS environment with other land acquisition activities in NJ.

STATE AGRICULTURE DEVELOPMENT COMMITTEE SPATIAL DATA DISTRIBUTION PROTOCOL This Spatial Data Distribution Protocol sets forth the terms and conditions which apply to digital spatial data provided by the State Agriculture Development Committee ("SADC"). I. DESCRIPTION OF THE DATA TO BE PROVIDED The following digital spatial data are related to the mapping of the Farmland Preservation Program as they exist as of the specified date: Permanently Preserved Easement Boundaries, Eight Year Program Easement Boundaries, and Applications granted "Final Approval" by the SADC. The SADC makes no representations of any kind, including but not limited to the warranties of merchantability of fitness for a particular use, nor are any such warranties to be implied, with respect to the digital data furnished hereunder. The SADC assumes no responsibility to maintain the data in any manner or form. II. GUIDELINES 1. Digital data received from the SADC are to be used solely for internal purposes by employees, agents and independent contractors for any purposes normally performed in the conduct of daily affairs. 2. The user is responsible for understanding the accuracy limitations of the above listed digital data layers, as documented in the accompanying metadata documentation, and will use the information accordingly. Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact. 3. Any maps, publications, reports, or other documents produced as a result of any project which utilizes SADC digital data will credit the SADC's Geographic Information System as the source of the data with the following credit/disclaimer: "This (map/publication/report) was developed, in part, using the State Agriculture Development Committee's (SADC's) Geographic Information System digital data but this secondary product has not been verified by the SADC and is not SADC authorized." 4. The digital data provided under this Spatial Data Distribution Protocol are meant to be used solely for internal research applications and will not be reproduced or redistributed for use by anyone without first obtaining written permission from the SADC. This clause is not intended to restrict the distribution of printed mapped information produced from the digital data. A request for distribution authorization must be obtained from the SADC prior to distributing digital data to an independent contractor. Any independent contractor, hired to undertake work which will utilize digital data obtained from the SADC, must agree formally in writing, not to use, reproduce, or redistribute SADC GIS data for any purpose other than the specified contractual work. A copy of this written agreement will be submitted to the SADC one week prior to its execution. All copies of SADC GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work. 5. The Permanently Preserved Easement Boundaries, Eight Year Program Easement Boundaries, and Applications granted "Final Approval" by the SADC are part of the SADC's Farmland Preservation Program and are produced and released by the SADC. The files reflect the boundaries as per the specified date. Individual revision dates vary by county and municipality. All easement boundary revisions are scheduled for an update once acquired by the SADC. Users of the data recognize that boundaries change over time as a result of easement acquisitions. 6. Due to the nature of the Farmland Preservation Program and the closing process, questions regarding the Program should not be resolved by using the maps alone. For this reason, any questions relating to the Farmland Preservation Program or the digital spatial data should be directed to the SADC. Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that the terms and conditions have been read and that the user is bound by these criteria. The spatial features in this dataset have been compiled from numerous sources and/or methods. Various state, county, local, and non-profit agencies contribute to the spatial features. A field named "SOURCE" contains a source code for every polygon in the dataset. The associated look-up table provides the definitions for each of the codes and identifies the compilation method and/or source of the spatial feature. Each of the various spatial data sources has a different spatial accuracy and associated limitations. Considering the nature of the various spatial accuracies, much care must be exercised when using the NJFPP dataset at any given scale. Not every spatial feature in this compilation is intended for site specific referencing. Spatial features that are derived from land surveys are the only features that have verifiable site-specific accuracy. All other features have varying levels of spatial accuracy. Several in-house verification processes have been developed to verify attributes. The GIS database is joined to a Relational Database Management System (RDMS), Oracle, to enable cross-reference of several fields. Other fields are verified by checking for the existence of attributes that do not belong to known indexes. A few remaining fields have no absolute verification process other than manually comparing the digital record to the hardcopy files.
Logical_Consistency_Report:
The File Geodatabase containing the NJFARMS feature class also contains a standing GDB Topology with a single rule stating that no polygons may overlap. This topology is validated periodically during each edit session and any overlaps thus revealed are addressed using the Topology Edit Tool to merge the overlapping area with the appropriate adjoining polygon. At the end of each edit session, a final validation of the entire NJFARMS feature class is performed in order to find any topology errors throughout the feature class. Any such errors are eliminated using the merge function of the Topology Edit Tool before the edited feature class is saved and the edit session closed out. Additionally, once spatial features have been added to the database, the electronic spatial features are compared to the hardcopy maps that are submitted as part of the application process and edits are performed if necessary to correct the electronic features. If and when the farm is preserved, a digital survey file is required and used to create new polygons which are used to replace the existing spatial features with data of greater spatial accuracy. This is another opportunity to verify spatial features and associated attributes
Completeness_Report:
Some fields can never be populated unless the farm is preserved. Farms that were never preserved or farms that are somewhere in the application process, will not have all the attribute fields completed. Analogous to the tabular data, the spatial features were not completely developed for the early years (pre-GIS era) of the program. Since the development of the GIS database, the spatial features are more fully developed. Some spatial features may never be replaced unless the farm is preserved. Farms that are somewhere in the application process, may have the opportunity to have the spatial features replaced. If changes are requested to the application, then the spatial features will reflect those changes. If the farm gets preserved, the required digital survey file will be used to replace the feature. The NJFPP file is in a constant state of change. Attributes and spatial features may change any given point in time.

GIS File Development History The NJSFPP GIS coverage was initially automated and designed by the New Jersey Department of Environmental Protection (NJDEP), Green Acres Program (GAP) for the NJDA/SADC. The GIS dataset was developed during the summer and fall of 1998. SADC staff provided base maps to the GAP staff for digitizing. USGS 1:24000 Topographic 7.5 Minute Quadrangles (paper prints) with hand drafted parcel delineations were provided. Some other more recent applications that were not on the USGS topographic quadrangles were automated using 1:12000 1991 Quarter Quad Aerial Photography (film originals). GAP staff also automated some selected surveys using the COGO program in ARC/INFO. The SADC staff provided attributes to the GAP staff for entry into the associated database. The GAP provided a GIS coverage to the SADC containing the program through the 1998 round of applications and closings. The SADC hired its own GIS staff in January 1999 to establish, maintain and administer a GIS and database. At this point in time, all maintenance of the NJSFPP GIS dataset was relinquished to the SADC GIS staff. The new SADC GIS staff interviewed management and staff during the spring of 1999 to evaluate the existing relational database developed for the NJSFPP. As a result of the interviews and meetings, the database was completely redesigned by the SADC GIS staff to more closely address the needs of the NJSFPP. The original database fields were eventually deleted once the new fields were populated and verified to the extent possible. Every spatial feature was retained for future evaluation and editing. The spatial features and database were updated with the 1999 round of applications and closings during the summer of 1999. The SADC GIS staff contacted County entities to obtain GIS files containing the applications for the 1999 round farms. Several counties did not have GIS files available (Camden, Cape May, Monmouth, Ocean, Salem, Sussex, Warren) and their applications had to be created in-house by the SADC GIS staff. GIS files submitted by counties were checked to ensure the correct spatial features were included and that the spatial accuracy was acceptable. The SADC GIS staff recreated features if the spatial location was deemed unacceptable. The FARM1999 dataset reflected the applications through the 1999 round of applications and all closings through the end of December 1999. During the summer and fall of 2000, the SADC GIS staff updated the spatial features and database with the 2000 round of applications and closings. The same process described previously, was used for the 2000 round of applications. Only five counties couldn't provide a GIS dataset for the year's applications (Camden, Cape May, Monmouth, Sussex, Warren). The FARM2000 GIS database is current through the 2000 round of applications and closings through December 31, 2000. The statewide GIS coverage was renamed to NJFARM01 for the 2001 round of applications. This was the new naming convention, at the time, for all future GIS files published on an annual basis. This naming convention was used from the 2001 round of applications (NJFARM01) through the 2004 round of applications (NJFARM04). During the spring of 2001, the SADC GIS staff updated the statewide GIS coverage with the 2001 round of applications and attributes. Again, the same process was used to update the coverage with files provided from individual counties and the SADC staff developing the features for counties unable to provide GIS data. This same process was repeated each year until the summer of 2004 through the NJFARM04 file. After the 2004 round of applications (NJFARM04), a decision was made to change the naming convention of the NJSFPP GIS file to NJFARMS. The NJSFPP will keep the same name into the future and will not change each year. Only the publication date of the file will change in the future. This was done to reduce maintenance of in-house programs, scripts, and applications. NJFARMS is the new name of the file from now and into the future. SADC Mapping Methods For Spatial Feature Development and Maintenance The spatial feature development for the NJFARMS file is a compilation of features derived from several sources. Many organizations that participate in the NJSFPP, that have GIS capabilities, provide a file containing the spatial features. All other spatial features are developed in-house. Each feature source has its own level of accuracy. Each spatial feature is coded in a field named "cde_featuresourc" to identify its source. The SOURCE04 look-up table contains all the codes for the feature sources. When newly added features are adjacent to another feature or features, an evaluation of the adjacent features is performed to determine the method of editing. The evaluation process consists of determining the order of priority (accuracy) of the new spatial feature and the adjacent spatial features. The features with the highest level of accuracy are retained. The feature with the lesser level of accuracy is compromised and portions of the feature removed. Adjacent spatial features are always conflated to the highest level of accuracy. This allows topology to be retained while maintaining the highest level of spatial accuracy possible. In-house spatial feature development is required when no other acceptable digital source is available. Spatial features are created electronically on screen with on-screen digitizing. The most current digital aerial imagery available at the time is used as a reference layer. A municipal tax map is used as a source for the property boundaries. The dimensions are measured along recognizable features to create a closed polygon. When dimensions aren't available on the municipal tax map, an estimated measurement is calculated from other known measurements on the map. When recognizable features aren't visible on the imagery, the features are developed solely on measurements and angles. In the event that an adjacent feature exists, the adjacent feature is evaluated, and is used as control if the spatial accuracy is acceptable. When a farm is preserved through the NJSFPP, a digital survey file is required as part of the program deliverables. Digital survey files have been a requirement since the 1998 round of applications. Many, not all, of the preserved farms in the NJSFPP have had the spatial features replaced with survey grade features. These features serve as control to adjacent features. The ultimate goal is to have survey grade spatial features for all preserved farms. The current and future naming convention is: njfpp.shp (ESRI shape file) is the name used for data distributed to the public. "njfarms" is the name of the file that is maintained in esri file geodatabase format for internal staff use.
