Abstract:
This New Jersey Open Space dataset contains Green Acres encumbered and unencumbered protected open space and recreation areas. The Green Acres encumbered lands are owned in fee simple interest by either the state, county, municipality, or a nonprofit agency and have either received funding through the Green Acres State or Local Assistance Program or are listed on a Green Acres approved Recreation and Open Space Inventory (ROSI). The unencumbered open space lands do not fall under Green Acres rules and regulations and therefore have a lesser level of protection. Types of open space property in this data layer include parks, conservation areas, preserves, historic sites, recreational fields, beaches, etc. The data was derived from a variety of mapped sources which vary in scale and level of accuracy. These sources are inclusive of but not exclusive of tax maps, surveys, deeds, digital aerial photography, as well as USGS topographic maps.
Purpose:
To provide Natural and Historic Resource Divisions in NJDEP and various agencies outside the division with a manageable graphic inventory of open space and recreation areas throughout New Jersey. It serves as a valuable tool in land acquisition decisions and is NOT to be used for describing actual or true property ownership title.
Supplemental_Information:
The symbology for this dataset shows the difference between Green Acres encumbered and unencumbered lands. There is also an attribute field called GA_ENCUMEBED for selecting these lands. Also, because of the many domains contained in this dataset it is recommended that it remains and is used as a feature class. When it is converted to a shapefile the domains are lost and the attributes default to the codes. PAMS_PIN is an attribute that serves as a common field for joining tables. Match rates will vary based on inconsistencies between data sets.

Green Acres Mapping is broken down to a designated lot unit allowing for a PAMS_PIN (mun-id_block_lot) to be generated as a universal-id. Occasionally a parcel is preserved that does not have a lot designation which will either have a blank PAMS_PIN, the municipal/county code or a one word description. For example, ROW for right of way.
In most cases the Green Acres PAMS_PIN will match the digital tax parcel PAMS_PIN except where more up-to-date information is available such as an approved Green Acres survey, a new tax map or when the Green Acres mapping is old and needs to be updated.
New mapping is made by either using a CAD file (.dxf or .dwg) from an approved Green Acres survey or the most current version of the digital tax parcels.
Geometry updates are made by either replacing part of a boundary or replacing the entire parcel. When new parcel entries are adjacent to existing entries the older mapping usually defers to the newer mapping unless the older mapping is a survey. When the geometries of adjacent surveys don’t match then a Green Acres surveyor is consulted to make the decision for which boundary to hold. No matter the source of the parcel mapping, non-matching adjacent boundaries are looked at using a set of rules to determine which boundary defers to which boundary. Also, information on boundary updates have been catalogued in-house since around 2008. Mapping source questions and update questions are always welcome.
Domains have been set up for many fields to prevent coding errors and allows for consistency and conformity of data entry. The attribute table is inspected on a regular basis to catch data entry errors in the non-domain fields.
Logical_Consistency_Report:
This is a polygon feature-based layer. Data were reviewed for correct topological structure. Parcel overlaps are corrected through routine topology checks at a tolerance of 0.001. Gaps are corrected when found through visual inspections using the topology toolbar.
Completeness_Report:
This Green Acres encumbered protected open space dataset will always be at some level of incompleteness because Green Acres is continually adding new and existing open space polygons to its data sets as well as making updates to the attribute information. All newly acquired open space parcels will be mapped in a timely fashion. Updates and adjustments to older mapping mostly occurs when newly added parcels adjoin older out of date mapping or when a mapping update is requested for a particular area.

Digital aerial photography that is used as a basemap to aid in open space mapping, open space planning and map production. Aerial photography is also used to georeference various types of digitally scanned papermaps so open space parcel boundaries can be updated. Green Acres has been using aerial imagery since 1991 with updates every 3-5 years. Currently, the 2015 aerials are being used for current mapping and older versions are used for historical comparisons of parcels.

Current Mapping Methodologies:
Currently, all newly acquired Green Acres state open space and Green Acres locally funded open space properties are entered into the GIS using a certified survey of the property’s boundaries as prepared by a licensed land surveyor. All surveys submitted to Green Acres must be NJSPCS NAD83 with a POB of north and east in US survey feet to two decimal places. ArcGIS is used to facilitate the incorporation of these surveyed CAD files into this Open Space data set. every effort is made to enter the surveys within a timely fashion. Rarely used, NAD27 and Non-NJSPC certified surveys also provide the best parcel shape but not position. We use a “best fit” method for these particular surveys whereby they are repositioned on-screen to fit existing features on aerial imagery and/or adjacent open space parcels or tax parcels. If interior tax lot lines are omitted on either type of survey, then they are added either by using boundaries from the NJ tax parcels layer or they are added on-screen and "best fit" with the aerial imagery. Comparisons are made to determine which is more accurate. Another methodology for mapping surveys and deeds is using COGO in the ArcGIS. This is used when there is an approved survey but no CAD file is available. It involves manually entering the bearings and distances directly in the feature class using the COGO tool.
Older state land purchases and Green Acres unfunded encumbered lands that are listed on an approved ROSI are the most common instances where a survey is not available. The mapping methodology for these non-surveyed parcels involves using the digital tax parcel layer which is maintained by the Office of Information Technology (OIT). When the digital tax parcels are not the most up to date source then digital tax maps are acquired and used for parcel delineations. This process involves using a scanned digital tax map(s) as a .tif file and then georeferencing and rectifying the file in the ArcGIS with the most up to date aerial imagery as a base map and finally digitizing the boundary into the open space feature class. Infrequently, the "on-screen" method is used which means it was digitized on-screen in ArcMap using the most up to date digital imagery as a base layer and any available adjacent open space parcels. Examples of these obvious boundaries can include easements, roads, rights of ways, railroads, canals, watercourses as parcel boundaries.
Previous mapping methodologies:
Prior to 1995 all mapping methodologies for funded as well as unfunded open space lands involved using paper copies of tax maps scaled to fit a hard copy mylar quad (24,000 scale) or quarter quad (12,000 scale) aerial image as an overlay on a digitizing table and digitized with ArcInfo. From 1995-2000 surveys were used intermittently for Green Acres funded open space lands. From 2001 to date, all funded lands were entered into this data set with surveys approved using Green Acres standards.
