Abstract:

This data is a graphical representation of the listing of licensed active child care centers in NJ. It was created for the State of New Jersey's initiative regarding child care centers near contaminated sites. As of the April 2017 child care center GIS layer revision, non-profit child care centers found in Public Schools (NIPS) are also included in this GIS layer even though they are not required to submit environmental data to the NJDEP for NJDCF licensing. Proposed child care centers are not listed until a NJDCF License number is issued.
ADVISORY: This data was created only to be used as guidance to find active child care centers. The data should not be used as the determining factor in conducting receptor evaluations and the actions taken to protect them. As of the April 2017 layer revision, the child care data will be updated on a monthly basis as monthly updates of active child care facilities operation in New Jersey are provided to the NJDEP SRWMP by the Office of Licensing in the NJ Department of Children and Families (NJDCF). Users are hereby notified that data on NJDEP mapping applications for this data set may be more current than any downloadable shapefile, if provided.

Purpose:

Created for the State of New Jersey's initiative regarding child care centers near contaminated sites. The data can be used as a guide to find active child care centers but shouldn't be used as the determining factor in conducting receptor evaluations and the actions taken to protect them.

Supplemental_Information:

Child care centers are represented as a point feature class with identity and address attributes and geocoding process attributes. The "DCF_LICENCE_ID" attribute can be used to join other attribute data to the feature class. The attribute table includes records that have points that were generated by comparing a site plan submitted to the NJDEP to a digital image using software i.e ArcMap and NJ-GeoWeb. Locations representing the building housing the child care center were used whenever possible. When site plans were not available a series of address matching steps were used. The feature class was created from data found in the NJDEP New Jersey Environmental Management System (NJEMS) data base that supplies coordinates and descriptive attributes from multiple tables. The NJEMS data specific to this GIS layer was generated from submitted environmental reports to the NJDEP of licensed child care centers (i.e. Preliminary Assessment and Site Investigation reports). Key identifiers (Site ID and SRP Pref ID Num) that can be linked back to NJEMS via dataminer reports for information concerning the environmental assessment at a particular facility have been provided for each child care center when applicable. In addition the data was compared monthly to a table of child care centers supplied by the Office of Licensing in the NJ Department of Children and Families (NJDCF) to make sure all active licensed centers are included.

The horizontal accuracy of the GPS derived site locations is typically 1-5 meters. This was verified using digital orthophotography. The horizontal accuracy of the locations derived from 2012 and 2015 orthophoto images is typically within 20 feet. The horizontal accuracy of the address-matched locations is probably within 1,000 feet. The address-match accuracy is very much dependent on the NJ Centerlines Roads GIS layer. The spatial accuracy of the road arcs, as well as the address coding ranges associated with each road arc are key factors in accuracy of the points matched to the arcs.

All available NJDEP public GIS data can be downloaded for free. Some data shown in NJGeoWeb application may not yet be available for download due to various data or distribution issues. Please email gisnet@dep.nj.gov with any data distribution questions.
