Abstract:
A Coastal Critical Environmental Site is a Critical Environmental Site (CES) adopted by the State Planning Commission that is within the CAFRA area, and that has been reviewed and accepted by the Department for the purposes of mainland coastal centers in accordance with N.J.A.C. 7:7E-5B.6. A CES is generally an area which has some significant environmental factors associated with it, but which is too small to be delineated as a separate environmental planning area as part of the State Plan Policy Map. Critical Environmental Sites, and the process used to identify and map them, are discussed in more detail on the Office of Smart Growth website, <http://www.state.nj.us/dca/osg/plan/stateplan.shtml>, under the selection 'Color Exhibits and the State Plan Policy Map'. The process for the Department to review and accept a CES adopted by the State Planning Commission is set forth at N.J.A.C. 7:7E-5B.6
Any area within the boundaries of a mainland coastal center that is also part of a Coastal CES, is not considered part of the mainland coastal center. While there are CESs in all regions of the state, Coastal CESs as adopted by the Department in accordance with N.J.A.C. 7:7E-5B.6 are only used for the purposes of mainland coastal centers. Therefore, the NJDEP has selected only those CES polygons located within the mainland coastal centers for inclusion in the Coastal CES layer provided here.
Purpose:
Coastal CES are areas, generally less than one square mile, that include one or more environmentally sensitive features, are recognized by the State Planning Commission, and are proposed for use by NJDEP in CAFRA permitting. In order to protect water and natural resources, certain environmentally sensitive areas are not considered part of the mainland coastal center. See N.J.A.C. 7:7E-5B.6(e). Any area within the boundaries of a mainland coastal center that is also part of a Coastal CES, is not considered part of the mainland coastal center.

I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions.

SUBJECT DATA LAYERS
For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.
Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that terms and conditions have been read and that the user is bound by these criteria.

Coastal CES are based on the accuracy of the CES of the NJ Plan Policy Map, adopted March 1, 2001, as amended through June 20, 2005. The Office of Smart Growth accepted all sites submitted by county and local entities with minimal requirements for documentation.

Through the Cross-acceptance process beginning June 12, 1992, CES polygons were submitted by county and local entities. All sites submitted were accepted with minimal requirement for documentation. Refer to the NJSDRP for further description of the geographic nature of CES.

CES boundaries for the CAFRA area were clipped from the cehs2 shapefile of the 2001 State Plan Policy Map as amended through 20050620. The resulting data set was clipped to the NJDEP Expired coastal center data set. NJDEP municipality/ county shapefile was intersected into the Coastal Planning Area shapefile. This shapefile then was recalculated to update perimeter, area and acre values. Attributes were modified to reflect the proposed application of the CES in the Coastal Zone Management rules, N.J.A.C. 7:7E.
