This data set is a digital hydrologic unit boundary layer (clipped at New Jersey political boundaries) to the Subwatershed (12-digit) 6th level for the State of New Jersey. This data set consists of geo-referenced digital data and associated attributes created in accordance with the "FGDC Proposal, Version 1.0 - Federal Standards For Delineation of Hydrologic Unit Boundaries 3/01/02"

Polygons are attributed with hydrologic unit codes for 4th level sub-basins, 5th level watersheds, 6th level subwatersheds, name, size, downstream hydrologic unit, type of watershed, non-contributing areas and flow modification. Arcs are attributed with the highest hydrologic unit code for each watershed, linesource and a metadata reference file
Purpose:
The Watershed and Subwatershed hydrologic unit boundaries provide a uniquely identified and uniform method of subdividing large drainage areas. The smaller sized 6th level sub-watersheds are useful for numerous application programs supported by a variety of local, State, and Federal Agencies. This data set is intended to be used as a tool for water-resource management and planning activities, particularly for site-specific and localized studies requiring a level of detail provided by large-scale map information. The dataset will be appended to a larger seamless nationally consistent geospatial database as other states complete their portion of the watershed boundary dataset.

It is strongly recommended that this data is directly acquired from the distributor and not indirectly through other sources which may have changed the data in some way. These data should not be used at scales greater than 1:24,000 for the purpose of identifying hydrographic watershed boundary feature locations in NJ. NJDEP should be acknowledged as the data source in products derived from these data. The NJ Watershed Boundary Dataset is public information and may be interpreted by all organizations, agencies, units of government, or others based on needs; however, they are responsible for the appropriate application of the data. Federal, State, or local regulatory bodies are not to reassign to the Natural Resources Conservation Service any authority for the decisions they make. The Natural Resources Conservation Service will not perform any evaluations of these maps or purposes related solely to State or local regulatory programs. Photographic or digital enlargement of these maps to scales greater than that at which they were originally delineated can result in misrepresentation of the data. If enlarged, the maps will not include the fine detail that would be appropriate for mapping at the small scale. Digital data files are periodically updated. Files are dated, and users are responsible for obtaining the latest version of the data from the source distributor.

NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.

All HUC12 boundaries were visually compared to the elevation contours and water courses to ensure watershed boundaries followed ridges and grouped water courses into logical groupings.
Logical_Consistency_Report:
100% of the attributes were visually verified using 24K digital raster graphics (DRG's). The accuracy of this data is dependent on the level of detail of the source material and the interpretation procedures for capturing that source.
Completeness_Report:
The current HUC14 coverage is a more detailed representation of the watersheds and should nest conformably within the HUC12 coverage. However, the current (2008) HUC12s were drawn based on less precise hydrography. The current HUC14s have numerous sliver problems and do not match exactly the HUC12 boundaries on the boundaries between watersheds. It is anticipated that in the near future a much more accurate elevational dataset will be prepared using LIDAR. This will lead to a much more accurate set of HUC14 watershed boundaries. Once this is completed new HUC12s will be created.
For Completeness Report, guidelines state the following:
All fields for all polygons in the .pat are attributed. Some polygons in the Ncontrb_a field might have a 0 value. All fields for the lines in the .aat are attributed. The lines adjacent to the universal polygon are attributed with a 0 for the hu_level. These cannot be attributed until the adjacent states complete their linework at which point the highest level of hydrologic unit can be determined.

The New Jersey WBD was produced using Digital Raster Graphics (DRG's) as the source map. Data completeness for DRG files reflects content of the source graphic and may therefore be reflected in the completeness and accuracy of the WBD. The map was digitized from USGS 1:24,000-scale digital raster graphic base maps, with an inherited error of +/- 40 feet according to the USGS National Map Accuracy Standards. It is estimated that any errors detected were less than 10%. It should also be noted that while general rules of hydrology were used (i.e. natural water flow is downhill), the locations of boundaries is still somewhat subjective as the 1:24,000-scale DRG's do not always provide enough information for identifying the location of the boundaries.

The data was created by extracting water polygons which represented Rivers, Bays and Oceans from the 2002 land use/land cover (LU/LC) layer from NJ DEP's geographical information systems (GIS) database. The classification system used was a modified Anderson et al., 2002 classification system. Minimum mapping unit (MMU) is 1 acre; however, the data does contains ponds well below the MMU.

Boundaries of the HUC14 watersheds in New Jersey. Drainage basins are delineated from 1:24,000-scale (7.5-minute) USGS quadrangles. The delineations have been developed for general purpose use by USGS District staff over the past 20 years. Arc and polygon attributes have been included in the coverage with basin names and ranks of divides, and 14-digit hydrologic unit codes. The New Jersey state boundary as originally defined in the USGS source coverage does not match that used by the NJDEP. Therefore the coverage was edited by the NJ Geological Survey to remove the USGS state boundary and insert the NJDEP state boundary, thus resolving most potential clipping errors. During the process of creating the HCU12s a number of errors were revealed in the HUC14 boundary dataset. These HUC14 errors are in the process of being corrected and an updated GIS coverage is anticipated to be ready in 2009.

The NJ-WBD dataset was created via on-screen (heads-up) digitizing methods by contractors employed by the Environmental Protection Agency Region3 office using digital raster graphics (DRG's) as base maps. Following the development guidelines identified in the Federal Standards for Delineation of Hydrologic Unit Boundaries (V2.0, October 1, 2004), Subbasins (8-digit units) were subdivided into 40,000 - 250,000 acre sized Watersheds (10-digit units) and 10,000 - 40,000 acre sized Subwatersheds (12-digit units). If a hydrologic unit fell above or below these acreage levels, it was evaluated to determine its need for inclusion in the dataset. Hydrologic units above the threshold level were normally a frontal or coastal area identifying a mixture of upland and open water drainage, or simply an open-water hydrologic unit. In few instances, an upland hydrologic unit was maintained at an acreage total below 10,000 acres for subwatersheds. This was acceptable if no other practical or logical subdivision of that hydrologic unit was apparent or if merging the smaller hydrologic unit with a neighboring hydrologic unit would negatively influence (one of) the dataset's objectives of identifying uniquely named hydrologic units.

This field is populated with the highest hydrologic unit level (smallest number) for the line (arc) represented by the record. The attribute was recorded using numbers 1 through 6 representing each level with 1 being the highest and 6 the lowest level. An example would be if a line represents a region, subregion, basin, subbasin, watershed, and subwatershed boundary, then this cell was populated with a 1 (Region).
