This dataset is a GIS layer of points representing ambient stream sites monitored cooperatively by the New Jersey Department of Environmental Protection (NJDEP) and the US Geological Survey (USGS) for water quality parameters. It includes fields identifying the type of station for each monitoring year as well as the presence and type of water level gauge, the associated land use, the method of locating the points and the availability of flow data.
- Purpose:

This network was established in 1976 to determine status and trends of ambient surface waters in New Jersey. The network size went from 200 stations in it's original configuration to a low of 78 stations in the mid 1990's. A complete revision of the network in 1997 resulted in a 115 station network. The original sampling frequency of five times per year was modified to four times per year in 1997. A wide range of conventional parameters, metals, pesticides and sediments are monitored in this program. Metals, pesticides and sediments are monitored on a reduced sampling frequency. Network data is available from the following sources: (1) the USGS computerized data system, NWIS, or (2) USGS's annual reports "Water Resources Data-New Jersey". The 1997 network revision focused on supporting evolving water quality initiatives at NJDEP. The revised network was specifically designed to address monitoring needs in each of the departments 20 watershed management areas, the functional units for the Watershed Initiative. A major objective of the network redesign was to coordinate water chemistry and biological databases. Completing that task supports priority initiatives, such as NEPPS, in which biological databases are of increasing importance. The increased monitoring at reference or background stations will support water quality standards development, a central component to water resources management and another activity covered in the NEPPS Agreement.
In 2000, chlorophyll a analysis was added to the May/June and Aug/Sept runs of the Ambient Surface Water Monitoring Network. This analysis will increase our understanding of dissolved oxygen fluctuations at Network sites. Other changes are the result of EPA's "Implementation Guidance for Ambient Water Quality Criteria for Bacteria". In addition to focusing bacteria monitoring during the primary contact season (June, July, and August), the network added E. coli to the existing fecal coliform and enterococcus analysis.
In 2007, bacteria monitoring for enterococcus was discontinued.

II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the metadata. Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer: "This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized.
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work. Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. Orthophotos combine the image characteristics of a photograph with the geometric qualities of a map. The primary digital orthophotoquad (DOQ) is a 1-meter ground resolution, quarter-quadrangle (3.75-minutes of latitude by 3.75-minutes of longitude) image cast on the Universal Transverse Mercator Projection (UTM) on the North American Datum of 1983 (NAD83).The geographic extent of the DOQ is equivalent to a quarter-quad plus The overedge ranges a minimum of 50 meters to a maximum of 300 meters beyond the extremes of the primary and secondary corner points. The overedge is included to facilitate tonal matching for mosaicking and for the placement of the NAD83 and secondary datum corner ticks. The normal orientation of data is by lines (rows) and samples (columns). Each line contains a series of pixels ordered from west to east with the order of the lines from north to south. The standard, archived digital orthophoto is formatted as four ASCII header records, followed by a series of 8-bit binary image data records. The radiometric image brightness values are stored as 256 gray levels ranging from 0 to 255.

Most stations were coincidental with Ambient Biomonitoring Network (AMNET) stations, and in these cases, the AMNET shapefile (biopts2004) were used to locate stations (the AMNET locations, in turn, were developed from GPS measurements with Trimble Navigation Pathfinder Basic + receivers or GeoExplore III receivers). Where stations were not coincidental with AMNET stations, coordinates obtained in the 1980s for previous versions of the DEP/USGS network were used. Finally, if no coordinates were available, then new coordinates were obtained using Trimble Basic + receivers. In a few cases it was necessary to use map interpolation off of 1:2400 DOQ images to located the stations. GPS measurements were differentially corrected using Trimble Navigation's PFINDER and Pathfinder Office software. Measurements were corrected using base files obtained from the NJDEP base station in Trenton, NJ. Station names, station types, corresponding AMNET station numbers, land use, sampler and information on flow measurements were joined from Excel spreadsheets supplied by the monitoring staff from NJDEP and USGS.
