Abstract:

Dry Cleaning Facilities are points representing the locations of dry cleaning facilities regulated by NJDEP. The NJDEP New Jersey Environmental Management System (NJEMS) serves as the database that supplies coordinates and descriptive attributes from several tables used to generate this GIS layer. This layer is produced primarily for the NJDEP i-MapNJ ArcIMS interactive mapping web application and ArcGIS (ArcView, ArcInfo) users. Program interests included in NJEMS are: Air, Communications Center, Discharge Prevention, Exams and Licensing, Fish Game and Wildlife, Green Acres, Hazardous Waste, Lab Certification, Land Use, Landscape Irrigation, Parks and Forestry, Pesticides, Pinelands, Planning, Radiation, Right-to-Know, Site Remediation, Soil Conservation, Solid Waste, TCPA, Water Quality, Water Supply, and Watershed Management. The locations derived using GPS represent main entrance or front door locations for the sites. Users should note that not every site in NJEMS presently (as of June 2009) has an established coordinate (GPS or otherwise). NJDEP is continually working to acquire these with GPS, location data submitted to permitting programs, and through address matching techniques.

Purpose:

This data was designed to support the i-MapNJ interactive mapping application, to enable NJEMS and non-NJEMS users alike to view the locations of dry cleaning facilities in relation to each other and other features from GIS data layers. The layer by itself only contains general information about the sites - name, location, coordinate, how the coordinate was captured, and the site's unique identifier.

Supplemental_Information:

The dry cleaning facility locations were determined in a number of ways. Approximately 73% were captured using code-based differential GPS with a typical accuracy of 1-5 meters. The vast majority of the GPS data collected was done with the Trimble Navigation Pathfinder series (Basic Plus, Pro, Pro XL, and Pro XR) and was processed using Trimble Navigation PFINDER and Pathfinder Office software. Approximately 22% of the locations were address matched against TIGER2000 roads and a streets layers developed by Tele Atlas. The remaining 5% were determined using digital orthophotos, data from legacy NJDEP databases, hardcopy maps, or are of unknown origin. The coordinate data from NJEMS was used to first make an SDE feature class. The attribute data was culled from several NJEMS tables into an Oracle view, which was then used to create a table that was then joined to the feature class, using SITE_ID as the join field.

Attribute data associated with the NJEMS site locations comes directly from the NJEMS database. Site IDs associated with coordinates were checked with the site IDs in NJEMS before loading site coordinates into NJEMS.

Logical_Consistency_Report:

Coordinates from NJEMS were generated and the state municipality and zip code layers were used as overlays to check that there was consistency between the county, municipality, and ZIP code values for the NJEMS sites. Where discrepancies turned up, these sites were investigated and either fixed or discarded. Most of the location in error came from submittal documents and program databases.

Completeness_Report:

There are site records within the NJEMS database that do not have location coordinates derived from GPS, address-matching, or otherwise. As of June 2009, there were 267,561 physical site records in NJEMS. The NJEMSSITE layer contains 165,551 of these, which leaves 102,010 sites that are not represented. Some of the missing sites may include dry cleaner facilities. Complicating matters is that new program site records are still being added to NJEMS, increasing the universe of sites. Often these need to be fixed due to coordinate entry errors. Plans are to GPS sites when possible, and also research site addresses that were not matched.

The horizontal accuracy of the GPS derived site locations is typically 1-5 meters. This was verified using digital orthophotograpy. The horizontal accuracy of the locations derived from 1995-97 and 2002 orthophoto images is typically within 20 feet. The horizontal accuracy of the address-matched locations is probably within 1,000 feet. The address-match accuracy is very much dependent on the GDT and TIGER2000 roads GIS layers. The spatial accuracy of the road arcs, as well as the address coding ranges associated with each road arc are key factors in accuracy of the points matched to the arcs.

GPS coordinate locations for NJEMS sites were collected beginning in 1993. The GPS data was processed (including differential correction) and the resulting site coordinates were passed on to NJDEP DOIT staff who loaded the coordinates into the NJEMS Site Masterfile database. NJDEP permitting staff also entered coordinate data for sites without already existing GPS coordinate values. Address-matched coordinates were generated for sites without coordinates in July and September 2004, using TIGER and GDT roads. The default matching options were selected, including spelling sensitivity: 80, minimum candidate score: 10, minimum match score: 60. NJEMS site records associated with dry cleaning facilities were exported to an Excel spreadsheet which was later reformatted to a .dbf file. This was then joined to the NJEMS sites layer in ArcMap. Once the join was done, the NJEMS sites records that made a successful join to the dry cleaning facilities table, were exported into the new dry cleaning facilities layer.
