Abstract:

In May 2018, Governor Murphy directed the New Jersey Board of Public Utilities (BPU) to create a 3-year pilot community solar program for the State, beginning in 2019. Since its inception, the BPU has granted conditional approvals to 45 community solar projects in Program Year 1, and an additional 105 projects in Program Year 2, which have been mapped in this dataset. As the program continues, and subsequent projects are awarded, they will be added to this dataset to provide a full and accurate representation of the spatial distribution of projects awarded under the Community Solar Program. Purpose:

This dataset was developed to support the New Jersey Board of Public Utilities and their Community Solar Pilot Program. The NJDEP’s Bureau of Climate Change and Clean Energy supports the BPU in many clean energy related initiatives. Providing this geospatial dataset will enable users to view the spatial distribution of projects, as well as relevant information specific to each awarded project. It will also assist with tracking of the program’s growth from year to year.

The point locations and attribute data for this dataset were obtained from the NJBPU. Once mapped, the locations were checked for accuracy using aerial imagery, as well as confidential site plans submitted by each developer in their application packages.

Completeness_Report:

The database values were checked for completeness and accuracy using the information provided in the NJBPU’s Board Orders and the BPU’s monthly solar activity reports. Any null values (i.e. “Completion Year”) will be updated as the information becomes available.

Process_Description:

The data for the initial 45 points that make up this dataset were obtained from the Board Orders released by the Board of Public Utilities, awarding contracts for each of the projects under year 1 of the Community Solar Pilot Program. The structure of the dataset (i.e. attributes) were chosen by NJDEP based on keeping similarities between the other solar datasets we have published, as well as identifying relevant attributes to contain within the dataset. Once these projects are completed, they will be added to the master monthly solar spreadsheet published by the BPU, at which point the attributes (i.e. project size, developer, address, etc.) will be checked for consistency, and null values (i.e. “Account Number”) will be filled in. Points were mapped using latitude and longitude coordinates based on the addresses provided and confidential site plans submitted as part of the developers’ applications.
