The State has posted a draft report for stakeholder input as required by the New Jersey Global Warming Response Act. The report provides analyses on significant sources of GHG emissions and outlines policies as well as legislative and regulatory actions that are needed to achieve the Statewide 2020 greenhouse gas limit established under the Act.

Specifically, the draft report:

  1. Demonstrates how the State's implementation of the New Jersey Energy Master Plan, the Regional Greenhouse Gas Initiative and the New Jersey Low Emissions Vehicle program puts New Jersey on track with meeting its 2020 statewide greenhouse gas limit;
  2. Outlines additional supporting recommendations that also are expected to result in emissions reductions gains in the 2020 timeframe;
  3. Provides a framework for attaining the State’s 2050 limit, encompassing the State’s initial thoughts on longer term, broader based recommendations that would involve a shift towards a greener New Jersey in most key sectors of the economy;
  4. Discusses the fact that despite the State’s best efforts to meet its ambitious GHG limits, New Jersey is already experiencing, and will continue to experience, ecological, public health and economic impacts from the current emissions of GHGs already present in our ecosystems requiring the State to develop an adaptation and preparedness plan; and
  5. Outlines the necessary implementation steps that New Jersey must take over the next 18 months in order to meet the statewide 2020 limit, and put the State on the right path for achieving the statewide 2050 limit.

In conjunction with the release of this draft report, the State will be hosting six stakeholder meetings, on the following topics, to gather input and comment on the draft report:

  • Green Buildings - Meeting on Tuesday, January 6, 2009 from 1 PM to 4 PM in the Department of Environmental Protection's Public Hearing Room located on the fist floor of 401 East State Street, Trenton.
  • Industry, EGUs, Waste and Water - Meeting on Wednesday, January 7, 2009 from 9 AM to 12 PM in the Department of Personnel's multi-purpose room located on the first floor of 44 South Clinton Avenue, Trenton.
  • Terrestrial Sequestration and Agriculture - meeting on Friday, January 9, 2009 from 9 AM to 12 PM in Department of Environmental Protection's Public Hearing Room.
  • Transportation (vehicles. fuels and infrastructure) - meeting on Monday, January 12, 2009 from 9 AM to 12 PM in the Department of Environmental Protection's Public Hearing Room.
  • Land Use/Transportation Planning - meeting on Wednesday, January 14, 2009 from 1 PM to 4 PM in the Department of Transportation's multi-purpose room located on the first floor of 1035 Parkway Avenue in Trenton.
  • Non-CO2 Highly Warming Gases - meeting on Friday, January 16, 2009 from 9 AM to 12 PM in the Department of Environmental Protection's Public Hearing Room.
