NJ PACT: Protecting Against Climate Threats


Alongside the release of New Jersey’s Energy Master Plan, the Murphy Administration has embarked on a targeted regulatory reform effort that will modernize environmental laws, Protecting Against Climate Threats (PACT). NJ PACT will usher in systemic change, modernizing air quality and environmental land use regulations, that will enable governments, businesses and residents to effectively respond to current climate threats and reduce future climate damages.

NJPACT Rule Proposals

After hosting multiple stakeholder meetings, the Department is moving into the rule proposal phase of NJ PACT. As proposals are published in the New Jersey Register, information about each proposal, as well as the corresponding public hearing and comment period, will be posted here.

    • A virtual public hearing will be held on July 22, 2021, at 1pm. The public comment period ends August 20, 2021. Please see the notice for information about submitting comments and/or participating in the hearing.
    • If you are interested in providing oral testimony at this virtual public hearing, please email ghgmrr@dep.nj.gov, no later than 5:00 P.M. on July 20, 2021, with your contact information (name, organization, telephone number, and email address). You must provide a valid email address so the Department can send you an email confirming receipt of your interest to testify orally at the hearing.
