2003 Settlement / Restoration Report
Listed below are all the settled hazardous and petroleum
discharge cases that ONRR has settled from the inception of the program
in 1993, through the fourth quarter of 2003. The primary mission of
the Office of Natural Resource Restoration is to provide for the assessment
and restoration of New Jersey’s natural resources that have been injured
by the release of oil and hazardous substances. Restoration projects
must have a demonstrable link to injuries caused by specific releases.
In its 10 years, the Office of Natural Resource Restoration
(ONRR) has settled oil spill cases and hazardous waste site cases that
totaled over $42,000,000 in damages (settlements are final but not yet
executed for approximately $22 million). Working with municipalities,
counties, other state and federal agencies, and non-government organization’s,
ONRR has applied approximately $17 million in settlement monies to restore
the public’s resources injured by oil spills and hazardous waste sites.
As of November 30, 2003 ONRR has acquired and performed restoration
on approximately 1,910 acres of aquifer recharge area, wetlands, and
valuable wildlife habitat and set them aside as public open space. By
acquiring open space, the State’s ground water resources are being improved
and preserved for the future. In addition to the above settled cases,
the ONRR has approximately 100 active cases in various stages of assessment
or negotiations.
ONRR has done more than restore, preserve and provide
open space as aquifer recharge and wildlife habitat. It has funded the
construction of a new interpretive center at Island Beach State Park
and the restoration of a Civil War-era pier at Fort Mott State Park.
In addition to being a registered historic site, the pier now serves
as a ferry terminal that transports passengers to and from other historic
sites in the Delaware estuary. Both of these projects were implemented
to restore the public’s loss of use and access to its natural resources
because of oil spills. Construction of these facilities has substantially
increased public use of these parks.
Damage recoveries have also been used for funding research
in support of habitat restoration and endangered species management,
hiking trails, erosion control, streamside cleanups, and constructing
permanent oil spill boom anchors at the mouths of tributaries to New
York Harbor and the Delaware estuary. These boom anchors will allow
rapid deployment of booms to remote areas during future oils spills,
thus protecting hundreds of acres of upstream wetland ecosystems.

* Boom anchor projects
generally entail the placement of permanent structures, usually pilings
or buoys, where floating deflection boom can be attached during an oil
spill. Placing such structures at the mouths of rivers and creeks allows
for rapid deployment of boom during oil spills, thus protecting upstream
wetlands and associated wildlife.
